Government Price Reporting Analyst

Reporting to:     VP, Legal & General Counsel

Orchard Therapeutics, recently acquired by Kyowa Kirin, is a global biotechnology gene therapy company dedicated to transforming the lives of people affected by rare diseases through the development of innovative, potentially curative gene therapies. Our ex vivo autologous gene therapy approach harnesses the power of genetically modified blood stem cells and seeks to correct the underlying cause of disease in a single administration. The Government Price Reporting Analyst will be a key member of the Legal Team and will be responsible for managing Orchard’s government price reporting calculations for programs administered by Centers for Medicare and Medicaid Services (CMS), 340B drug discount program and Federal Supply Schedule (if applicable), Department of Veteran Affairs and Department of Defense programs.

Key responsibilities will include:

•               Overseeing and validating Orchard’s government price reporting calculations required by Medicaid, Medicare, 340B, VA/DOD pricing and other government pricing metrics

•               Overseeing and managing the third-party vendor performing ongoing government pricing calculations

•               Overseeing reasonable assumptions and methodologies, and maintaining policies related to U.S. government price reporting, including performing periodic reviews

•               Reviewing calculations with senior management prior to sign off

•               Working closely with departments across the organization to secure necessary signatures and approvals for all filings

•               Managing reporting deadlines and coordinate all government price filings

•               Tracking and managing bona fide service fee treatments

•               Providing strategic guidance on the impact of pricing decisions on government pricing calculations

•               Evaluating payor, government and commercial contracting proposals

•               Partnering with legal and compliance to ensure adherence to laws and regulations applicable to government pricing

•               Partnering with finance to ensure proper forecasting, budgeting and accruals for all rebates and payments

•               Attending and providing guidance in internal pricing committee meetings

•               Overseeing state and federal transparency reporting related to Sunshine Act and other laws and regulations

•               Creating and maintaining a database (excel or otherwise) that tracks all payer contracts and pricing concessions in the U.S. for easy access and to ensure renewals are prepared in the future. 

Requirements

Qualifications, Experience and Skills:

•               Government pricing experience within the pharmaceutical industry and ideally in Biotech

•               Knowledge of US government pricing statutes and regulations

•               Strong analytical skills and attention to detail

•               Ability to review and understand contractual language that affects government price reporting

•               Ability to work collaboratively across departments

•               Ability to communicate complex concepts in plain language

•               Strong excel and word skills are required

•               Ability to develop and communicate potential enhancements to operating processes and procedures

•               Minimum of Bachelor’s degree required (Business, Finance, or Accounting preferred or relevant work experience)
