We are currently seeking a highly qualified GCP-V Transregional Synchronization Team Analyst to join our team at MacDill Air Force Base, FL, and play a pivotal role in supporting the development and assessment of the Global Campaign Plan – Violent Extremist Organizations (GCP-V).
Job Overview:
As a GCP-V Transregional Synchronization Team Analyst at Global Dimensions LLC, your role in the USSOCOM J5 Directorate is essential in providing analysis, assessment, and related written products to support SOF-peculiar and SOF-exquisite capabilities. You will collaborate closely with leadership to provide the deep situational understanding required for timely and critical decisions within the SOF Enterprise.
Duties and Responsibilities:
- Support development of the Global Campaign Plan – Violent Extremist Organizations (GCP-V). Organize the assessment of the plan, executed via the Transregional Synchronization Forum (TRSF) which evaluates the effectiveness of the execution of the GCP-V.The Contractor shall perform tasks such as: Create and maintain the assessment structure; analyze GCP-V objectives, Lines of Effort and Intermediate Military Objectives assigned to Geographic and Functional CCMDs, JSOC, and the interagency.
- Provide subject matter expertise on counterterrorism; support the Transregional Synchronization Forums (TRSF).
- Support USSOCOM inputs into the CJA; and review of current operational intelligence reports on a continuous basis, in particular those that refer to countering terrorism and violent extremist activities.
- Conduct directed threat analysis research and fusion of all-source data and information that supports analysis to enhance the ability of SOCOM as the Coordinating Authority (CA) for GCP-V to develop multi-disciplined products. The contractor shall examine a wide range of threat reporting, including all-source information analysis in order to define the effectiveness of the GCP-V, and identify any gaps, seams and shortfalls leading to resource recommendations for the CA to provide to the CJCS. The contractor shall assist in the maturation of a common operating picture for CVEO-related campaigns. Specialized analytical capabilities will enable and enhance the strategic and operational assessment, analysis of the current environment, and analysis related to emergent threats. The contractor shall coordinate these activities when required with DoD subject matter experts, the IA and PN contacts.
- Organize/conduct/support Assessments Exchange Workshops and/or site visits to subordinate commands, and coordinate with GCP-V assessment community of interest for production of the campaign assessment.
- Prepare assessments data call messages to all participants; develop Program of Action and Milestones timelines to ensure timely production and completion of campaign assessment products.
- Provide assessment expertise and support including review of strategic documents, coupled with analysis of operational documents.
- Serve as co-lead writer for bi-annual GCP-V assessments and make recommendations for future plan revisions.
- Prepare assessment products for 1–2-star Joint Planning Board, 3-star JCS led OPSDEPS, and 4-star TANKs.
- Serve as lead AO for development and coordination of specific CJCS-directed Strategic Questions to be presented at the JCS TANK.
- Analyze CCMD assessments of progress against GCP-V objectives and collate input into the GCP-V assessment.
- Develop assessment methodology and framework to include strategic effects criteria and rating scales to assess progress toward achieving campaign objectives and end states. Collaborate on development of the strategic effects for the GCP-V assessment cycle.
- Develop recommendations for the Joint Staff for adjustments to the D-ISIS campaign plan.
- Contribute to the development of the way ahead and best practices on the assessment process from strategic point of view.
- Provide expertise/ background in radical Islam for ongoing analytical work on Transregional Network Enablers.
- Develop senior leader briefings, talking points and info papers related to the assessment and broader CVEO efforts.
- Review Joint Staff and other CCMD/JSOC products for SOCOM inputs.
- Brief senior leaders on assessment and strategic questions.
- Collaborate across SOCOM enterprise and CCMDs on related CVEO efforts.
- Augment J3 Operations Officer and/or Senior Leadership in the execution of daily J3 taskings and management functions.
- Conduct and prepare executive-level, research-based strategic level studies and assessments and papers to analyze, assess, and synchronize CVEO strategic documents.
- Provide a SME with the geopolitical expertise necessary to conduct CVEO studies and assessments for the analysis, assessment, and synchronization of the command strategy, command policy, action plan, and strategic assessment.
- Provide expert knowledge of strategic theory, SOF strategic roles and missions, and experience with the various national level strategic documents.
- Provide expert knowledge of the mission, organization and interrelationships of DOD, Joint Staff, and interagency working groups and other Government agencies/activities.
Requirements
- 4 years’ experience developing, producing and/or synchronizing strategic or campaign level assessments for 4-star Combatant Command(s), Joint Staff and/or OSD which includes 2 years of counter-terrorism assessment.
- 4 years of SOF experience – operational or HQ based.
- Must have at least 4 years’ experience as either:
- A staff officer or NCO in a major command or higher headquarters, and achieved Joint Professional Military Education level 1 (for former officers, this includes Army CGSC/ILE, Naval War College, Air Command and Staff College, Marine Command and Staff College; for former enlisted this includes Enlisted JPME courses), or
- A civilian or contractor in a major command or higher headquarters and have a graduate level degree.
- Active TOP SECRET clearance. Eligible for SCI.
