GBV MHPSS Officer

Trócaire is one of Ireland’s top International NGOs having over 50 years of experience in international Development. Trócaire works through local partners and is a member of worldwide networks such as Caritas and Cooperation Internationale pour le Development et la Solidarité (CIDSE).

 

Trócaire has been working in Gedo for the last 31 years. Currently Trócaire implements Health, Nutrition, Protection (GBV) and Education Programme activities and at times collaborates with local organisations working in Gedo in different sectors as partners.

 

The Trócaire GBV program includes the establishment and management of Women and Girls Safe Spaces (WGSSs)(WGC), social norm change interventions, particularly on FGM, GBV case management, health responses to GBV including clinical management of rape (CMR) and psychosocial support. Through these WGSSs, a range of group-based psychosocial support, basic adult education, life skills and vocational activities are provided to women and girls. 

Between 2022 and 2023, the Global Women’s Institute (GWI), the GBV AoR and Trócaire led a project supporting uptake of survivor centred practice by bringing together MHPSS and GBV actors to gain consensus on safe, effective and survivor-centred MHPSS approaches for GBV survivors and those at risk in humanitarian settings. This phase I project resulted in development of consensus based resources which includes Guidance Notes and Learning Briefs on five topics: Couples and Family Interventions, Child and Adolescent Survivors, Managing Risk of Suicide and Transdiagnostic Approaches, Exposure Techniques. The GBV Programme Officer will primarily be responsible for overseeing phase II of this project which entails rolling out of consensus guidelines with GBV and MHPSS actors in Gedo through dialogue sessions, peer led professional development and a technical workshop.

 

The GBV Programme Officer is also responsible for supporting a local partner co-implementing this phase II project alongside Trócaire through providing technical support and accompaniment throughout the project.

Reporting to the Protection Coordinator, this is a Fixed Term contract for a period of one year (renewable) and is based in Gedo, with frequent travel to programme locations in another district within the region

Key responsibilities:

In supporting both Trocaire and local partner to roll out key activities under the phase II project.

 

Technical engagement on roll-out of GBV-MHPSS Consensus Guidelines

·       Led in implementation and tracking of project activities; primarily through facilitating dialogue sessions with GBV-MHPSS actors, peer spaces component and a technical workshop.

·       Support the inclusion of consensus resources in the GBVAoR and MHPSS WG workplans and initiatives.

·       Provide logistical and technical support in setting up and during running of dialogue and peer spaces.

·       Document and provide regular reports on emerging issues during the piloting of the consensus resources i.e. contextual adaptation and further resources that need to be developed.

·       Support in technical review of translated resources.

·      

Partner Accompaniment

·       Provide partners with technical support in implementation of project activities throughout the project

·       Support partners in providing timely and quality reports to Trócaire, both narrative and financial, in line with donor requirements.

 

 

Program Management

·       Overall responsible for rigorous application of project cycle management standards to achieve program quality in design, implementation, and monitoring; for example, strengthening data collection, in-depth reporting and analyses, monitoring accountability initiatives, and documenting the impact of the Work in Gedo.

·       Compile monthly cash forecasts for the GBV project and track budget expenditures to ensure timely utilization of funds vis-a-vis work plans and implementation schedules and adjust budget forecasts when needed.

·       Oversee quality implementation of Trócaire run interventions.

·       Support in developing new programme proposals to secure continued funding for the programme.

·       Identify new and emerging needs and support response as required within the scope of the project.

Programme Quality and MEAL (35%)

·       With support from Trocaire’s Protection Coordinator and MEAL Coordinator, support in baseline survey, reporting on dialogue sessions and peer spaces.

·       Lead in identifying and documenting case studies from the project.

·       Work with partners to develop and implement Monitoring and Evaluation (M&E) plans that are based on baseline data and clear indicators of impact

·       In coordination with the MEAL Advisor, support partners in conducting M&E activities, including developing monitoring tools, collecting and analysing data and drafting M&E reports

·       Ensure that learning is captured, documented, and shared

·       Promote and advance accountability of partners and Trocaire to target communities.

Representation and Coordination (20%)

·       Help to build and maintain good working relationships with all stakeholder’s relevant government line ministries, local authorities and humanitarian actors in regional, State and national level.

·       Represent Trócaire, and the work and perspectives of our partners, at all relevant cluster and coordination meetings and in particular the GBV Area of Responsibility and MHPSS working group in Somalia.

·       Accompany visitors to project sites as required.

·       Ensure close coordination and proactive communication with the Protection Coordinator and Trócaire’s wider programme team on all aspects of programming

Other (10%)

 

·       Build close collaboration with community level stakeholders  as Trocaire’s focal person.

·       Plan, coordinate, and oversee centre and staff work plans and ensure they are on track.

·       Foster a relationship of accompaniment, close mentoring and mutual respect with Trócaire’s implementing partners in terms of GBV and MHPSS priorities.

·       Fulfil other reasonable duties and responsibilities, as required by line management within the wider GBV programming in line with organisational processes and priorities.

 

 

Requirements

Essential Requirements:

 

·       Third level qualification in Humanitarian or Development Studies, Gender, International Relations, Human Rights Law or related fields.

·       2 years of program management experience with at least 1 year of GBV/ MHPSS programming

·       Experience working in humanitarian or insecure settings.

·       Experience working with capacity building of local NGOs.

·       Experience working in Somalia and/or deep knowledge of Somali preferred.

·       Strong commitment to and understanding of Gender Equity.

 

 Skills:

·       Proven strategic thinking and planning skills including ability to think creatively, analyse and be innovative, set priorities, manage work plans and evaluate progress.

·       Proven technical skills in data management, M&E and assessments with experience related to monitoring and evaluation of projects

·       Ability to work in a complex organisation & consortium/partner structure.

·       Demonstrated ability to lead & work in a team.

·       Excellent and proven organisational skills.

·       Highly developed relationship, negotiation and interpersonal skills.

·       Excellent facilitation & capacity building skills and experience of applying them when working with individual organisations or groups of organisations.

·       Excellent written, oral and presentational communications skills.

·       Computer literacy skills in word, excel, PowerPoint and statistical software.

·       Fluency in Somali with strong oral and written communication skills in English.

·       Experience in an IDP/Refugee setting
