Primary Function of Position

The primary responsibility is to manage the entire recruitment cycle for technical positions, including sourcing, candidate generation, client management, and offer negotiations. Key functions include candidate generation,  conducting candidate phone screenings, filtering resumes, offer and onboarding processes. Success in this role will be driven by the ability to develop and execute effective talent acquisition strategies to accomplish the Mexicali Hiring plan.

Essential Job Duties

  • Be a strategic recruiter who delivers value beyond filling jobs. 
  • Partner with client groups and meet 100% assigned headcount goals.
  • Create ongoing external networking/association/industry relationship with top talent to aid future hiring needs.
  • Ensure a diverse slate of available candidates presented to the hiring manager.
  • Proficient in using ALL available recruitment tools and resources.
  • Maintain high candidate touch with focus on candidate experience.
  • Timely disposition & notification all candidates.
  • Complete pre-close with a depth conversation w/candidate re: Total Rewards
  • Recruiter to look to continually improve their hiring skills (natural curiosity)
  • Publish the open positions of the company through the means and channels of communication authorized.
  • Assist in creation of job requisitions by collating required job details from hiring managers.
  • Assist in phone screening candidates for position and company fit and conduct reference calls as needed.
  • Understand job requirements and build candidate pipelines.
  • Set expectations and consult with hiring managers regarding the staffing process and responsibilities for entry-level roles.
  • Probe to understand key requirements and develop sourcing strategies to ensure strong candidate flow.
  • Be an active participant in driving continuous improvement initiatives within the Staffing team.
  • Identify passive job seekers using a full range of recruitment tactics, resources and energy.
  • Screen candidates for position and company fit.
  • Drive timely execution of sourcing and screening process.
  • Manage candidate process and act as a candidate advocate.
  • Identify sources for applicants through networking and internet search.
  • Internal and external candidate’s management.
  • Participate in the organization of internal and external employment fairs.
  • Coordinate the application of selection tests.
  • Schedule interviews for candidate selection.
  • Schedule medical exams.
  • Request validation of professional and personal references.
  • Request the required documentation to the candidates for the hiring process.
  • Prepare and extend offers for selected candidates.
  • Tracking of candidates through SmartRecruiters
  • Contact candidates to schedule new employee orientation course.
  • Partnership with HR Representatives in the process of new hires.
  • Develop professional expertise, applies company policies and procedures to resolve a variety of issues.
  • Normally receives general instructions on routine work, detailed instructions on new projects or assignments.
  • Required to be independent. Requires less management direction, involvement and review of activities and priorities.
  • Able to independently resolve minor to moderate problems.
  • Supports less experienced team members in making effective decisions and resolving issues.

Required Skills and Experience

  • Proficient in MS Office (Excel, Word, PowerPoint, Project, Outlook).
  • Talent Management or Applicant Tracking System experience preferred.
  • Ability to work and multi-task in a fast-paced environment, continually prioritizing workload.
  • Strong attention to detail with good organization and follow-up skills.
  • Strong verbal and written communication skills (Spanish and English).
  • Ability to work with and maintain confidential information.

Required Education and Training

  • Typically requires a University degree and a minimum of 2 - 4 years of related experience; or an advanced degree without experience; or equivalent work experience.
  • 2-4 years administrative support experience in a large public corporate environment, preferably in Human resources or related area.

Preferred Skills and Experience

  • Experience with employer branding and recruitment marketing
  • Experience working with remote teams
  • Knowledge of emerging recruiting trends and technologies
  • Experience with data analysis and reporting to measure recruiting effectiveness
  • Experience with project management and process improvement
