Creative Corrections is actively recruiting exceptional candidates to be considered for a Financial Management Analyst position located in Washington, DC. This will be a contract role within the U.S. Department of State. The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.
The Bureau of International Narcotics and Law Enforcement Affairs, Executive Office, Budget Planning Formulation and Presentation division is responsible for managing the budget planning, formulation, and funds control functions of INL's program operations domestically and abroad.
POSITION DESCRIPTION
The purpose of this Third-Party Contractor is to provide budget analysis support for the budget formulation of INL programs, incorporating planning elements related to the Department’s relevant budget management procedures, strategic documents, metrics and performance measures in the budget formulation exercise.
PERIOD OF PERFORMANCE
The period of performance for this order will be one (01) year from the date of award with the option to exercise four (04) one-year option periods, subject to performance, need, and funding.
This position is contingent upon award of contract for BPA Call.
POSITION OVERVIEW
TITLE: Financial Management Analyst
LOCATION: Washington, DC.
SECURITY CLEARANCE: A Secret security clearance is required for this position; however, the contractor may begin work with an interim Secret security clearance.

DUTIES & RESPONSIBILITIES
- Provide budgetary and financial guidance to program officers, project managers, and overseas staff as appropriate.
- Support analysis and reporting of INL’s program budgets, including the development and review of the status of multi-year appropriations and unspent balances.
- Analyze and interpret congressional legislation, OMB directives, Departmental and other Federal guidelines.
- Work with financial management personnel within the bureau, as well as the Department and other agencies in the Executive Branch.
- Develop financial guidance to ensure compliance with Congressional and OMB requirements.
- Advise on the alignment of Bureau budget requests with U.S. foreign policy priorities, providing substantive analysis to INL Front Office, Program office, and INL/EX leadership.
- Apply knowledge of Bureau and Department strategic plans to budget requests and reprogramming actions.
- Provide advice and assistance to other staff members, and senior managers on financial management and processing problems or issues.
- Research and use government and private sector best practices to measure and improve customer service, approval workflows, and processing timelines.
- Develop and/or recommend the modification of methods and techniques to resolve accounting or auditing problems and explain such changes to all staff members, and overseas staff when appropriate, to ensure their awareness of and familiarity with such procedures
- Perform numerous administrative and analytical duties related to the formulation, execution and review of the Bureau's budget for INL programs.
- Make recommendations to improve the effectiveness and efficiency of these controls and their impact on the management of programs, as required.
- Participate in studies and audits on management controls and use of funds to ensure appropriateness of obligations incurred and resulting expenditures of funds are in accordance with the appropriate legislation and INL-related regulations.
- Ability to communicate effectively, both orally and in writing.
- Participate in working in a team settings.
MINIMUM QUALIFICATIONS
- Must be a U.S. Citizen.
- Must have a Bachelor's degree from an accredited institution
- Four to six years' experience in relevant field: Budget and Financial Management.
- Demonstrated knowledge of Federal regulations in regard to area of specific need: Budget and Financial Management.
- Proficient in Microsoft Office Suite, strong multi-tasking and organizational skills.
- Demonstrated experience facilitating organizational change.
- Proven knowledge of Federal policies and procedures including methods of providing foreign assistance.
- Experience drafting U.S. government reports and documents.
PREFERRED QUALIFICATIONS
- General knowledge of the Federal budget formulation and execution processes.
- Previous experience with supporting or working knowledge of budget formulation and execution, management of budget and organizational software and general office and administrative management.
LEVEL OF EFFORT
Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day
TELEWORK
This is a hybrid position that allows for a combination of in-office presence and regular telework. The incumbent’s actual in-office and telework schedule will be determined by the COR and CO, based on INL policy, and is subject to change.
POSITION LOCATION
The physical work location is the INL Executive Office at State Annex 1 (SA-01), Columbia Plaza, 2401 E St. NW, Washington, DC.
CLEARANCE REQUIREMENT
