Creative Corrections is actively recruiting exceptional candidates to be considered for a position as a FINANCIAL MANAGEMENT ANALYST. This will be a contract role within the U.S. Department of State. The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.

The INL’s Office of Knowledge Management, Continuing Education and Training Division (INL/KM/CET Division) is dedicated to delivering excellence in internal-to-INL and foreign assistance-related training. Within CET is the International Law Enforcement Academy (ILEA) team. The team manages the six academies, located in Accra, Ghana; Budapest, Hungary; Bangkok, Thailand; Gaborone, Botswana; San Salvador, El Salvador; and Roswell, NM. The ILEAs, is a network of training academies enabling U.S. law enforcement agencies to provide training to criminal justice officials and policymakers from over 100 participating countries. The ILEA program is a proven, effective method for strengthening partner nation relationships with U.S. embassies and law enforcement agencies, fostering cross-border partnerships within important regions of the world, and expanding the skills of our criminal justice sector counterparts. Instruction covers priority areas of interest to the U.S. government such as investigating and countering transnational criminal activities including, but not limited to, money laundering, corruption, and combating all forms of trafficking including narcotics, weapons, wildlife, and trafficking in persons.

This position is a BACKFILL position.

POSITION OVERVIEW
TITLE: Financial Management Analyst
LOCATION: INL/KM/CET at State Annex 1 (SA-01), Columbia Plaza, 2401 E St. NW, Washington, DC 20520
SECURITY CLEARANCE: A SECRET clearance is required for this position; however, the contractor may begin work with an interim SECRET security clearance.
CLOSING DATE: November 11, 2024

POSITION DESCRIPTION
The purpose of this Third-Party Contract (TPC) is to provide a Financial Management Analyst who shall be ready to undertake projects as required in program and administrative support logistics. The Financial Management Analyst will be expected to run the scope of a full requirement for organizational and self-starter initiatives in providing a wide range of support services to the Bureau, physically located at two sites: Main State (HST) and Columbia Plaza (SA-1).

PERIOD OF PERFORMANCE
The period of performance for this order will be one (01) year with the option to exercise two additional (02) one-year option periods, subject to performance, need, and funding.

DUTIES & RESPONSIBILITIES

  • Support the Team Lead in responding to budget-related taskers related to both active and future fiscal years, including forecasting, monitoring, obligating, and de-obligating funding. Taskers may include formal reports, data calls, and briefings within INL and with external stakeholders, including OMB and Congress. Supports the tracking of notification requirements to Congress and other restrictions on funding.
  • Assist with the administration and management of ILEA implementing agreements for the program including but not limited to, contracts, grants, letters of agreement, and interagency agreements.
    Assist Team Lead and ILEA team with tracking expenditures and planning obligations.
  • Facilitate the drafting and review of the paperwork required to award, monitor, and close Inter-Agency Agreements (IAAs), Cooperative Agreements, grants, contracts, and other relevant implement agreements or funding actions for final processing by a government representative.
  • Review and draft budgets, to include Independent Government Cost Estimates (IGCEs), and recommends to Team Lead and/or Contracting Officer Representatives, Agreement Officers Representative, and/or Grants Officer Representatives approval and/or modifications of budgets.
  • Conduct market research on fair and reasonable prices, including but not limited to travel, services, and commodities for use by the Team Lead and/or Contracting Officer Representatives, Agreement Officers Representative, and/or Grants Officer Representatives.
  • Monitor activities of implementers and report to government representatives on the status of implementer progress towards meeting monitoring and tracking funding.
  • Utilize the ILEA’s Global Network and other INL databases and systems to help provide information to respond to taskers.

 MINIMUM QUALIFICATIONS

  • U.S. Citizenship
  • A Bachelor's degree from an accredited institution and two to ten years’ experience at the equivalent GS-11 level; or an Associate's degree from an accredited institution and a minimum of eight years’ experience at the equivalent GS-11 level;
  • Proficient in Microsoft Office Suite; strong multi-tasking and organizational skills.

PREFERRED QUALIFICATIONS

  • Active security clearance or an active security clearance within the last 12 months from date of the solicitation.
  • A Bachelor’s Degree from an accredited university in Business Administration, Accounting, or related finance field.
  • Demonstrated experience managing and supporting foreign assistance, especially INL.
  • Demonstrated experience supporting implementing mechanisms, like contracts, grants, and/or interagency agreements.
  • Demonstrated knowledge of bookkeeping and accounting procedures that maintain funds control records.
  • Demonstrated experience with management of budgets and reconciliation of accounts, spreadsheets, ledgers, etc.
  • Demonstrated ability to communicate effectively both orally and written.
  • Demonstrated excel proficiency including the creation and manipulation of pivot tables and formulas.
  • Demonstrated knowledge of and skill in applying analytical techniques to resolve issues or problems of a procedural or factual nature.

LEVEL OF EFFORT
Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day.

TELEWORK
This position has been designated as 60% telework and will require the incumbent to report to the physical work location four (04) times per federal government pay period. This designation does not guarantee telework privileges for the contractor employee; INL reserves the right to expand the requirement for in-person presence at the physical work location if the contractor employee is unable to successfully perform the duties and responsibilities of the position remotely. INL may also require the incumbent to report to the physical work location additional days within a pay period as required to support office or program needs.

A Secret is required for this position; however, the contractor may begin work with an interim Secret.
