Position: Finance Manager
Reports to: Regional Support Services Director
Technical line: Regional Finance Specialist
Location: The Horn and Eastern Africa Regional Office (HEARO) in Nairobi
Length of contract: Two years (renewable)

Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti. Action Against Hunger-USA has over $100 million in programs, and approximately 1,800 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is anticipated.
I. Summary of position
The Finance Manager will perform varied activities of Financial Management to support the Accountancy that facilitate the efficient operations in the Horn and East Africa Regional Office.
The Finance Manager:
· Purpose: Apply Professional accounting knowledge in support of accessing the performance of specific accounts and /or budget lines for HEARO.
· Engagement: Work closely with HEARO staff and senior Management in financial follow up, planning and budget management by compiling, summarizing data and assessing trends.
· Delivery: Add Value to Action Against Hunger by delivering comparable and quality databases and outputs to contribute substantial work to HEARO and promote a sense of pride, purpose and belonging.
Objective 1: Accountancy Reporting, Financial Follow-up and Planning
Key activities & responsibilities to achieve this objective:
· Responsible to ensure that all expenses are relevant to the activities implemented and are according to existing allocate financial resources.
· Responsible to ensure the timely, precise and transparent monthly financial reporting to Action Against Hunger Head Quarter.
· Responsible to ensure the timely, precise and transparent financial reporting according to the periodicity, format and rules agreed in the contracts.
· Ensure that donors` rules are always respected.
· Responsible for managing cash and bank accounts in the Nairobi office according to Action Against Hunger, national and donors` procedures.
· Ensure that the Nairobi office running costs are proportionate to the volume of activities of the projects.
· Responsible for re-charges to Action Against Hunger USA missions and other Action Against Hunger HQs for expenses incurred by Nairobi office on their behalf
Activities:
- Check that all expenditures are authorized, related to budgets, reasonable; justified (quality of the invoices/receipts, description, etc.); entered in the accountancy (accounting/budget codes, etc.).
- Proper allocate shared costs.
- Supervising the filing of the accountancy (both chronological and financial per budget).
- Sending comments/questions to Nairobi office staff about irregularities in accountancy and making sure to get feedbacks and that issues are addressed.
- Compile and timely send monthly reports to HQ: (saga, treasury sheet, burn report, class 4).
- Prepare documentation, and facilitate the internal and external audits.
- Signing and controlling the orders forms (quotations etc.) before writing the cheques.
- Cash control and checking bank reconciliation.
- Study and be informed about clauses of contracts with donors, changes in procedures for reporting and requirements of donors.
- Inform the Head of Office and be vigilant about any possible financial risk ranging from over/under expenditures, potentially ineligible expenditures, need for renegotiating budgets.
- Identifying structural weakness and propose for administrative/financial improvement in the NAIROBI OFFICE. Share recommendations with Head of Office Nairobi (HOO-Nairobi) and Regional Finance Specialist (RFS)
Objective 2: Budget Management & monitoring
Key activities & responsibilities to achieve this objective
· Providing inputs during budget formulation
· Compile Monthly Budget Follow-ups (BFU), distribute to relevant staff highlighting issues lies over/under expenditures or incorrect posting.
· Participating in budget review exercises
· Provide recommendations to improve BFUs and BFU process to HOO-Nairobi and FCC
Objective 3: Treasury Management
Key activities & responsibilities to achieve this objective:
· Cash flow follow-up: Compilation of Nairobi Office cash forecasts and sending cash request to NY; bank transfers; withdrawals; transfers to
· Directly manage and/or follow-up the managing of bank accounts (USD and KES): authorization of withdrawals and transfers preparation forms, statements collection, cheques deposit, continuous provisioning,
· Uploading payments to suppliers and other vendors in Citi direct system
· Monitoring and negotiating exchange rates for both internal & external transfers through Citi efex.
Objective 4: Audit
Key activities & responsibilities to achieve this objective
· Take a leading role in preparation for annual statutory Audit & various Mission Grant Audits.
· Review of Audit samples and ensuring availability of all the supporting documents.
· Take a lead in answering any Audit queries that may arise during the Audit exercise.
Supporting missions on donor audits. Developing standardized procedures for various donors audits and assisting in implementing them (e.g. supporting FinCo on audit preparation)
Objective 5: Payroll
Key activities & responsibilities to achieve this objective
· Uploads salary payments in Citi direct system in liaison with Regional HR Generalist.
Objective 6: General
· Key activities & responsibilities to achieve this objective:
· Attend training, one to ones, team meetings and annual performance reviews as required.
· Pro-active exchange of relevant information and consultation with the Nairobi Office staff and Field Finance
· Actively pursue the implementation and regular review of the Nairobi Office strategy and ensuring that activities in the Nairobi Office monitoring plan relevant to the duties of the position are being conducted and reported upon.
· All other duties as required within the nature and scope of the position
· Undertake any project or other work as directed by Head of Office.
· Assist in other missions in the region for short term support
· Assist the Regional Finance Team (to be developed) on day to day accounting.

Fiscal Responsibility
Oversees and administers the annual budget for the country offices under his/her responsibility.
Physical Demands
· While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Working Conditions, Travel and Environment
The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.
Requirements
Required Qualifications and Professional Experience
· BA or BSc, or the equivalent, in accounting, finance or another relevant field.
· CPA or ACCA or CIMA finalist
· 10 years’ finance and management experience including 5 years’ experience managing grants (USAID/EU funded projects preferred).
· Experience working for an international NGO.
Required Skills & Competencies
· Demonstrable experience and skills in budget preparation and analysis, financial reporting preparation and presentation, and the proven ability to translate technical financial data into informative reports.
· Demonstrable knowledge of the rules, regulations and donor policies governing the compliance / regulatory management of grants from US Government, EU, ECHO, UN and other agencies.
· Expertise with MS Office (especially MS Excel) and general ledger software is required. Use of Saga and/or Serenic Navigator desirable.
· Genuine interest in and commitment to the humanitarian principles of Action Against Hunger.
· Substantial experience and understanding of essential accounting principles, financial reporting, accounting systems, and budget development and administration is required.
· Experience managing diverse international teams; ability to communicate well in writing.
· Able to work autonomously, with the capacity to juggle multiple projects and pay attention to many small details.
· Excellent interpersonal skills.
· Membership in a professional body related to finance, accounting and compliance is an added advantage.
