In 2021, Samsung announced a new facility in Taylor, Texas, where it plans to invest a minimum $17 billion in the build-out. The site spans 1,200+ acres and the first phase of development will have 4.7 million square feet of floor space consisting of a cluster of semiconductor manufacturing buildings such as a fab, office, parking garage, central utility building, and special utility supply facilities. The Taylor facility will boost the production of semiconductor solutions that will power next-generation technologies in areas like 5G, artificial intelligence (AI) and high performance computing.

Roles and Responsibilities:

Job Summary/Overview:

Seeking an experienced professional with a general understanding of Finance, Accounting, Procurement, and Federal Regulations to join the Infra Technology Construction Department focused on a multi-billion new build semiconductor manufacturing facility in Taylor, TX.

Specific Job Duties:

• Ensures company compliance to relevant government regulations; including but not limited to Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), Code of Federal Regulations Part 200 (CFR)
• Main point of contact between our Design & Construction Team and all internal stakeholders; including but not limited to Accounting, Tax, Treasury, Procurement, Legal, Government and Public Affairs
• Perform audits on invoices, schedules, and construction documentation to ensure compliance, and implement new internal controls if risks are identified
• Produce monthly executive reports that provide high-level trend analysis, audit results, and identification of risks and opportunities as it relates to project and program level management
• Train team members in order to increase department knowledge and understanding of key contractual requirements in place to ensure compliance of federal requirements
• Provide guidance and support to cross-functional managers in order to create and negotiate new contracts as well as participating in the proposal review, bid review, and final assessment
• Collaborate with Legal and Procurement in order to identify areas of concern and opportunities for improvement
• Utilize strong leadership skills to align stakeholders across site departments in order to ensure federal compliance and achieve business goals

Skills and Qualifications:

Education, Training, Certification(s) and Minimum years of experience required

 

• Minimum of 4 years professional experience Audit or Compliance
• 4-year degree from an accredited university in Business Administration, Finance, Political Science, Communications or closely related field

 

Knowledge, Skills, Abilities, Software, and Tools

• Experience with auditing and enforcing government or federal requirements
• Aptitude for documentation and data analysis using MS Office programs.
• Ability to read and understand contract documents
