In 2021, Samsung announced a new facility in Taylor, Texas, where it plans to invest a minimum $17 billion in the build-out. The site spans 1,200+ acres and the first phase of development will have 4.7 million square feet of floor space consisting of a cluster of semiconductor manufacturing buildings such as a fab, office, parking garage, central utility building, and special utility supply facilities. The Taylor facility will boost the production of semiconductor solutions that will power next-generation technologies in areas like 5G, artificial intelligence (AI) and high performance computing.

Roles and Responsibilities:

Job Summary/Overview:

Seeking an experienced professional with a general understanding of Finance, Accounting, Procurement, and Federal Regulations to join the Facilities Services Department focused on a new equipment installation of the advanced semiconductor manufacturing facility in Taylor, TX.

The Facilities Services Compliance Strategist is responsible for overseeing and managing the execution of contracts and other applicable metrics between the Facilities Services and Contractors. This role is essential for ensuring that all regulations, guidelines, and best practices as set forth by the governing bodies are adhered to by all parties involved in the project.

Specific Job Duties:

• Review and analyze contracts, ensuring that all terms and conditions are in compliance with federal regulations.
• Oversee the contract execution process, ensuring that all necessary documentation is complete, and all parties understand the terms and conditions.
• Monitor and manage contract performance, ensuring that contractors are meeting the requirements and deadlines outlined in the contract.
• Identify and address any potential risks or issues that may arise during the contract execution process, working to mitigate them to minimize potential impacts on the project.
• Conduct regular audits and inspections of the department, ensuring that quality standards are maintained and that all work completed is in compliance with federal regulations.
• Maintain accurate records of all contract-related communications, documenting any deviations from contract terms or potential violations of federal regulations.
• Collaborate with various internal and external stakeholders, including contractors, federal agencies, and regulatory bodies, to ensure compliance with all relevant rules and regulations.
• Prepare reports and provide recommendations to management on potential areas of improvement in the contract execution process.
• Stay current with federal regulations and industry standards, attending relevant trainings and conferences, and participating in professional networks to maintain expertise in the field.
• Represent the department, if necessary, to resolve disputes or violations related to the contract execution process


Skills and Qualifications:

Education, Training, Certification(s) and Minimum years of experience required:

• 4-year degree from an accredited university in a related field
• Minimum of 4+ years of related experience, experience with contract management or federal compliance within the construction industry is highly preferred

Knowledge, Skills, Abilities, Software, and Tools:

• Advanced knowledge of federal regulations, guidelines, and codes related to construction and contracting.

• Experience with auditing and enforcing government or federal requirements
• Aptitude for documentation and data analysis using MS Office programs.
• Ability to read and understand contract documents
• Excellent organizational and time management skills.
• Proficiency in relevant software and technologies (e.g., project management tools, document management systems, and spreadsheet applications).
• Ability to work independently and as part of a team, as well as interact effectively with contractors, regulators, and other stakeholders.
