The Extended Case Management Department Manager is responsible for overseeing and managing the programs under the Extended Case Management Department which include: Preferred Communities Intake, Assessment & Referral (PC IAR) and Intensive Case Management (PC ICM), CalAIM Enhanced Care Management program, and more. This role involves managing the programs and supervising caseworkers, ensuring program compliance with regulatory guidelines, and fostering community partnerships to enhance client integration and self-sufficiency. The manager will support strategic implementation of case management initiatives, monitor program effectiveness, and ensure high-quality service delivery for refugees and high-need community members.   This role offers the opportunity to significantly impact the lives of refugees and high-need community members by leading a dedicated team and enhancing the effectiveness of case management services. Role & Responsibilities

  • Program Leadership & Supervision:   
  • Lead and oversee the Extended Case Management (IAR, ICM, ECM and others) programs, including day-to-day operations, staffing, and case management activities.   
  • Supervise program staff, including onboarding, providing regular supervision, coaching, and professional development. 
  •  Provide clinical supervision for staff and interns.   
  • Facilitate regular, re-occurring one-on-one direct report supervision meetings; establish goals and provide performance reviews and follow-up on individual goals for direct reports.   
  • Manage program budgets and expenses to ensure compliance with allocated budgets; collaborate with the Director of Resettlement and Integration Programs and the Director of Finance to maintain accurate budgets.   
  • Manage direct report PTO, approve timesheets and overtime requests. 
  •  Client Management and Support: 
  •  Develop individualized, holistic service plans for clients and monitor their progress to ensure goals are met.   
  • Develop policies and program guidelines to ensure comprehensive, client-centered case management, including public benefits enrollment, navigating healthcare systems, housing systems, accessing benefits, and coordinating referrals to community services.   
  • Ensure staff are trained and clients receive trauma-informed care.   
  • Train staff to conduct initial intakes, develop individualized and client centered care plans, and modify them as necessary based on client progress.   
  • Ensure that staff are accurately and timely entering progress notes in the case management/ EHR systems. 
  •   Conduct regular case file reviews with staff, coordinate peer reviews and ensure utilization reviews occur regularly.   
  •  Compliance & Reporting:   
  • Maintain up-to-date knowledge of ORR Preferred Community guidelines, CalAIM Enhanced Care Management, and Community Supports regulations, and others to ensure program compliance.   
  • Ensure programs and staff strictly adhere to HIPPA, PHI and PII requirements.   
  • Oversee accurate and timely completion of case notes, casefile compliance, and tracking of program enrollments and outcomes in Dynamics, RittenIO, and other client tracking systems.   
  • Maintain and submit accurate reporting based on funder requirements and guidelines. 
  •  Community Engagement & Partnerships: 
  •  Work closely with internal program managers for referrals and collaboration.   
  • Develop and maintain strategic partnerships with local service providers, community organizations, and healthcare professionals to ensure comprehensive services.   
  • Manage external relationships and referral systems to support client needs and integrate services across programs.   
  • Program Development & Strategy: 
  •  Support the development and execution of short/ long-term program strategies.   
  • Contribute to program planning, quality improvement, and implementation phases for new or enhanced benefits.   
  • Operational Management:   
  • Ensure operational compliance and reporting to meet state and federal standards.   
  • Oversee the management of program interns, volunteers, and other support staff. 
  •  Coordinate the development of relationships with service providers and maintain an awareness of state-level changes affecting the programs.

  • This role is responsible for supervising others and includes responsibilities consistent with supervising employees including but not limited to monitoring daily work activities, tracking and approving timesheets including approving time off, monitoring performance including entering goals, progress check-ins, and weekly or bi-weekly check-ins, documenting performance concerns, entering staff promotions, transitions, and separations in HRIS within required time frame. Managers at World Relief are also considered spiritual leaders and are expected to lead staff in a manner consistent with our Christian values including but not limited to praying with staff, leading devotionals, and fostering a Christian environment in interactions with staff throughout World Relief.

Knowledge, Skills, & Abilities

  • Flexibility and the ability to learn quickly in a fast-paced work environment     
  • Good oral and written communication skills     
  • Demonstrated ability to work sensitively and effectively in cross-cultural settings     
  • Strong leadership and communication skills.   
  • Proficiency in Microsoft Office; experience with Dynamics and data tracking systems preferred.   
  • Proven ability to utilize digital communication tools, such as Zoom, Teams, and other platforms 
  •  Strong organizational skills and detail oriented   
  • Ability to manage multiple tasks effectively, prioritize duties, and navigate stressful situations.   
  • Knowledge of social work principles, case management techniques, and integrated delivery system models. 
  • Knowledge of HIPPA regulations, Medi-Cal terminology, billing, and coding.   
  • Experience with refugee or vulnerable populations preferred   
  • 2 years active unrestricted license in California as a Licensed Clinical Social Worker (LCSW) with experience providing clinical supervision preferred 
  •  Associate Clinical Social Worker (ASW) working toward licensure preferred

  •  Master's degree in social work (MSW) required. 
  •  Minimum of 2 years of experience in case management required 
  •  At least 2 years of supervisory or management experience and experience in crisis intervention and community partnerships. 
  •  At least 2 years of program administration experience. 
  • A valid US driver’s license, reliable transportation, and active insurance policy are required.
