People in Need is a non-governmental, non-profit organization founded on the ideals of humanity, freedom, equality and solidarity.
People in Need was established in 1992 by a group of Czech war correspondents, journalists and activists and has grown to become one of the largest non-profit organization in Central and Eastern Europe.
Throughout our 30 years of existence, People in Need continues to engage in humanitarian aid, development cooperation, education and social inclusion.
We have been operating in Ethiopia since 2003, working in four regions; Oromia, South Ethiopia, Central Ethiopia, Sidama and Tigray in different multi sectoral projects in the areas of development and emergency response.
People in Need, from the very start of its operations in Ethiopia, has focused on projects in five main areas of interest: Education, Agriculture, Climate and Environment, Water and Social protection.

PIN currently is seeking energetic, disciplined, responsible Engineer for the specific project‘‘Education in Emergency (EIE) and institutional WASH service support to conflict affected populations in Tigray’’
Length of Contract: Definite until January 31/2025
Place of Work: - Based in Hintalo Woreda of the South-Eastern zone in the Tigray region, with frequent travel to PIN’s project sites in different regions as required.
Salary: 30,140 ETB
Engineer
The positions involve Designing, planning, supervising and monitoring the construction of the Water, sanitation and other small-scale irrigation, NRM/ water management infrastructures/ in People in need Operational areas. The position requires supervising construction of contracted or on-force construction and rehabilitation of water schemes, sanitations and other infrastructures using unskilled and skilled labours. The position also requires proper management of materials, equipment and other resources under the programs and reporting periodically to supervisors
Under the supervision and support of the Engineering Unit Coordinator; administer contractual issues and deal with supplier, follow up and participate in BID process in collaboration with the Procurement department by adhering to the organizational and National low. Participate in technical assessment, proposal development and assessment for new emerging projects. Provide technical support during various manuals, construction standard and checklists preparation together with the Engineering unit Coordinator and making sure it is applied in the field.
Responsible to provide technical guidance on water, sanitation, and hygiene project activities and other programs where there is Infrastructure facilities to build put together and review technical designs and BoQs; and supervise constructions.
Engineer specific tasks are
Organizational and technical management
- Design construction plans and the resources available for completion of the project (labour, equipment, materials).
- Apply all safety measures on site and promote safety culture in construction sites
- Serve as the main point of contact for the department in relation to for Construction related partners and arrange feedback in respective project sites.
- Ensure realistic work plan is undertaken and make any necessary changes to agreed deadlines and budgets whenever required.
- Set up and track projects using appropriate documents.
- To ensure that the allocation of resources is supported by appropriate program departments and project plans.
- Manage the construction effort and represent the organization with Stakeholders and official in each respective project.
- To plan, develop and organize the construction effort to formulate the most cost-effective plan to timely completion within budget and to implement the execution of that plan.
- Responsible for implementation of the scope of work as related to construction, in conformance with project specifications, Scope of Work, and in accordance with the approved Project Schedule.
- Monitor and provide technical report to the respective Project and or program Manager on project details, including progress, risks and opportunities in a timely manner for the assigned construction projects.
- Ensures all changes to specifications, work scope and drawings are documented
- Monitor construction productivity, schedule performance, and investigate reasons for less than satisfactory performance. Provide recommendations and institute measures for improvement by modification to operating procedures/work instructions.
- Prepare provisional acceptance, final acceptance of the construction works, on time and through which it assures the release of retained money from Finance department.
HR Management
- Organise and coordinate site supervisors and skilled labourers on-site.
- To participate in recruitment of site supervisors and develop new staff for the department in line with PIN procedures and standards when required.
- To set and communicate clear and well-understood team GOAL or targets
- Participate in Appraisals of the site supervisors together with technical line manager and project managers based on the performance and competency
- Maintain a positive attitude and appropriate work environment among the team
Construction Supervision
- Professionally supervise constructions sites, maintenance and renovation of various infrastructures by coordinating the work of the organization and/or outside contractors on a particular project and ensuring that necessary workmanship, materials and equipment are on the job when required.
- Inspect all phases of building construction to ensure compliance with plans, specifications and regulations.
- Prepare progress reports and recommend progress payments for completed work on projects inspected.
- Prepare and apply monitoring tools and templates with MS software
- Prepare estimates of quantities; take off sheet and construction costs.
- Documenting construction site supervisions like site book, work acceptance certificate, payments made, minutes and other relevant documents
Construction Administration
- Prepares costs estimates, schedule and budget for construction projects; negotiates and manages construction contracts together with the Senior technical and infrastructure Engineer
- Together with the Engineering Coordinator reviews construction specifications for compliance with Organization standards; interprets specifications and District policies and initiates or reviews change orders; prepares periodic project status reports
- Represents the organization with suppliers
- Acting as a focal person in Bid process and bridging the programs with Procurement department for technical matters
- Prepares Tender document with all annexes, specifications, related contract documents and Requests for Proposals, participate on evaluation and selection of suppliers
- Together with the Engineering Unit Coordinator, support in administering contracts, prepare take off sheets, and oversees the day-to-day progress of contractors. Prepares progress payments, contract change orders; interpretation of project plans and specifications and coordinates final inspection(s).
Financial management
- To regularly monitor expenditure and recommend solutions that provide the best value for money in accordance with the allocated budget.
- Adhere to PIN internal Financial systems
Coordination
- Coordinated with Engineers and site supervisors plans and work executions
- Step- in when site supervisors are on leave and resign
- Actively Participate in weekly coordination meeting
- Actively Participate in procurement coordination meeting and PPR sessions
- Coordinate with procurement and track material deliveries and returns for each work site
Information
Immediately reporting to CD or HoP if there is any corruption or anything which significantly affect the organization work reputation and any Security incidents happening in PIN operational areas.
Reporting
- Keep the line manager informed of all site activities with daily summaries, weekly reports and regular meetings.
- Immediately inform the line manager of any problems arising on the construction site, particularly with regard to damage, loss, attempted break-ins or theft.
- Prepare reports to be Compiled together with engineering Coordinator at the end of construction project report for the organization
Other
- Perform other assignments corresponding to actual needs of the mission, program, units and project up on request of line manager/CMT (Country Management team)
- Substitute others related staffs during on absence while assigned by line Manager
- Understand and adherence to overall PIN code of conducts, policies, guidelines and manual
- Understand and Adhere to all donor’s and PIN’s guidelines and policies, with special focus on safeguarding and protection policies
ACCOUNCOUNTABILITY AND SAFEGUARDING including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)
- Carry out the duties in accordance with the PIN Code of Conduct and Key policies.
- Participate in training and awareness raising (CoC and KP, Safeguarding…).
- Implement Safeguarding measures throughout the project cycle including a risk analysis related to SEAH and Child protection for each project and develop a mitigation plan accordingly.
- Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies.
- Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.
- Create and maintain a fulfilling and protective environment.

Requirements
POSITION REQUIREMENTS
- Degree in the field of Engineering, Civil, Environmental or related field of studies
- At least 3-4 years’ Experience in engineering/WASH roles, preferable in humanitarian context.
