The Employer Engagement Program (EEP) is a new program of World Relief Memphis (WRM) with the goal to develop and strengthen partnerships with employers to further skills development and career advancement opportunities for refugees through the creation of custom onsite training programs. Candidates will benefit from workplace ESL training programs that have been previously piloted by WRM at partner companies in Memphis.   The EEP Manager will oversee the administration and implementation of this new program at WRM. This position will coordinate across WRM departments and cast the vision for continued program development to ensure participants have opportunity and support to achieve advanced English language skills and upward career mobility. This role includes staff supervision, grant management, direct service oversight, interdepartmental collaboration, and developing and maintaining external partnerships. This position will ensure compliance with programs funded by the Office of Refugee Resettlement and its program intermediaries.

Role & Responsibilities

  • Staff Supervision
  • Embody the mission, vision and values as a leader and an example for staff, volunteers, clients and the community
  • Hire, train, supervise, coach, and evaluate Employer Engagement Program staff at WRM, which will include one full-time EEP Specialist and 3-4 part-time instructors 
  • Assist staff with setting individual goals, identifying professional development opportunities, practicing self-care, and managing priorities and workload
  • Facilitate regular meetings with staff to provide supervision and support, including communicating expectations, providing constructive feedback, assisting with problem-solving, and providing accountability and coaching in areas needing improvement
  • Participate in regular meetings with other program managers to ensure quality, team-based, and client-centric service provision   
  • Program Oversight and Collaboration
  • Develop a strategy and annual program plan to successfully execute the newly created Employer Engagement Program at WRM. Program planning and implementation will benefit from workplace ESL pilot programs previously rendered by World Relief Memphis.
  • Oversee program areas of direct service including eligible client intake and assessment, recurring client check-ins, training curriculum development (in conjunction with the education team), English language and job skill training, and community partnerships
  • Serve as the lead partnership manager for current employer partners, ensuring curriculum, training schedules, and other partnership commitments are met
  • Prospect new employer partners with the goal of acquiring at least five new employer partners per year
  • Establish a referral and intake system, assign caseloads, provide training and program leadership, and provide guidance on direct services implementation.
  • Ensure all required services, enrollments, service plans, and follow-up are completed •Develop and maintain systems, policies, manuals, course materials, and procedures for EEP staff, within the framework of World Relief’s systems and policies
  • In conjunction with finance staff, monitor program budgets, reviewing them monthly at a minimum, to ensure expenses do not exceed income
  • Facilitate internal cross departmental meetings to ensure strong internal collaboration and coordination around service provision and program design
  • Participate on national partner calls hosted by the Office of Refugee Resettlement with other EEP grant recipients to discuss best practices and trouble shoot challenges
  • Perform direct services as needed 
  • Program Evaluation and Reporting
  • Complete and submit reports and statistics to grantors and WRM leadership on a monthly, quarterly, semi-annual, and/or annual basis
  • Perform monthly quality control tasks to ensure accurate reporting to grantors, including review of case documentation and case files to ensure grant compliance and appropriate and timely service delivery
  • Participate in all program audits conducted by federal, state, and local grantors and the World Relief Home Office
  • Oversee initiatives around beneficiary feedback, data evaluation, labor market research, best practice standards, and comprehensive workforce solutions that are consistent with principles of Workforce Development practices Communication and Collaboration
  • Collaborate with the education team, economic empowerment team, and the volunteer services team to create an interdepartmental program vision and seamless service provision
  • Maintain regular communication with program managers and directors, locally and regionally, and provide appropriate feedback when relevant
  • In collaboration with program directors and managers, evaluate new funding opportunities and participate in grant writing as needed

  • Strong computer skills required (Word, Excel, PowerPoint, Outlook);
  • Previous experience managing staff toward shared goals
  • Previous grants management experience strongly preferred
  • Previous experience in refugee and immigrant employment, language training or other training strongly preferred
  • Willingness and ability to commit to the position for a minimum of three years
  • Must be willing to perform other tasks as assigned
