Emergency Management Property Specialist

You Will

  • Serve as the SO Business Continuity Coordinator and Continuity of Operations primary liaison; identify how SO prepares for and implements emergency recovery activities to potential threats and potential impacts to SO operations; develop and maintain an effective SO Business Continuity Plan that safeguards the interests of LLNL.
  • Develop, coordinate, and write emergency operational plans, procedures, and other supporting planning documents; evaluate the level of performance to exercises, drills and event responses specific to SO; develop and prepare plans, schedules, and coordinate training courses for SO personnel that have formal emergency management roles and responsibilities; develop and maintain SO’s Facility Level Emergency Plans.
  • Advise and provide security-related guidance to the Emergency Programs Organization for the coordination of exercises and drills that require SO participation to ensure expectations are met.
  • Serve as the SO Associate Director Property Representative responsible for all property management within the SO and represent SO in property management policy matters; manage the day-to-day operations and supervise the PCR to include performance management, training, and safety and security compliance.
  • Oversee work conducted by SO property management personnel as described in the SO Property Control and Management Procedure, providing general oversight to a team of ~5 individuals and operations that may arise as a result of an anomaly or problem.
  • Oversee the transfer or loan of property items from a completed project to a new project, to other LLNL directorates, to approved organizations outside of LLNL, or to excess/retirement, as required.
  • Assess organizational compliance with SO procedures and LLNL policies and procedures related to property management including DOE/NNSA orders.
  • Coordinate organizational participation in property management audits and the Institutional walkthrough program.
  • Serve as the SO Associate Director Vehicle Representative responsible for the comprehensive management of a 70-vehicle fleet, encompassing adherence to regular maintenance and efficiency optimization.
  • Represent SO customers’ fleet needs, coordinating vehicle allocations and resolving issues promptly.
  • Provide oversight and support of ~30 users of property management and business continuity databases, ensuring optimal usage and data integrity.
  • Oversee user access and training, enhancing database reliability and continuity planning.
  • Negotiate and broker cost-effective security risk management solutions for the disposition of High-Risk Security Property, adhering to federal guidelines.
  • Plan and implement strategies for SO-related security assets, ensuring compliance and fiscal responsibility.
  • Perform other duties as assigned.
  • Ability to secure and maintain an U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in Homeland Security or Emergency Management or equivalent combination of education and related experience.
  • Advanced knowledge of emergency management fundamentals, principles, practices, standards and processes regarding preparedness, response, and recovery; business continuity; and/or property management.
  • Experience developing, identifying, implementing, and monitoring performance measures and analyzing metrics and outcomes. 
  • Demonstrated effective supervisory and leadership experience.
  • Effective interpersonal skills with demonstrated ability to communicate clearly both verbally and in writing to provide effective instruction and direction; possess tact, discretion, and mature judgment when handling sensitive issues.
  • Experience writing clear and concise reports, policies, plans, procedures, reports, or other documents.
  • Experience consistently meeting aggressive deadlines and responding to ever changing priorities.
  • Demonstrated problem solving, decision making, analytical and organizational skills.
  • Proficient computer skills, including word processing, database, and spreadsheet applications.

Qualifications we desire

  • Experience with a property management database to record, monitor, track and maintain equipment and property items, property center (stewardship), custodian assignment, location, and utilization data, and to produce related reports.
