Director Policy Implementation

Reporting to the Vice President Agency Governance, as a functional lead, the Director Policy Implementation is accountable for the advancement of IO’s overall commitment to support the Province’s Infrastructure Plan to align and maximize the infrastructure investments through the centralization of IO insights on policy and incentives that impact infrastructure project planning and delivery.  As an individual contributor, this role will lead and liaise internally and across the Ontario Public Service to provide targeted, independent assistance and strategic advice to ministries on major infrastructure proposal development, particularly during early-stage infrastructure assessment before proposals are committed or announced.  The position will also manage the implementation of improved policies or policy considerations that help decision-makers invest in the right infrastructure at the right time to underpin economic growth and social outcomes, support jobs and create long-term prosperity for Ontario; and be a departmental influencer and contributor to development of staff peers within the Procurement and Program Management division, rooted in IO’s value proposition, leadership development framework, and employee value proposition. 

What You Will Do

  • Lead analysis that implements policy considerations related to market participation, including labour mobility as well as economic development opportunities, community benefits strategy, trade policy, and skilled trade development strategy 
  • Provide leadership in managing and monitoring key policy initiatives across Infrastructure Ontario’s portfolio and when appropriate, draft new polices or amendments to policies and/or submit proposals for review 
  • Delivers key recommendations to government, documents processes and disseminates information to stakeholders (partner ministries) that may require multi-ministry coordination 
  • Establishes and leads a multi-ministry forum to develop a suite of policy solutions related to market entry and attractiveness of responding to procurements within the current market capacity environment 
  • Liaise and collaborate with Cabinet Office, Treasury Board Secretariat, Ministry of Infrastructure and other relevant line ministries to implement on the province’s infrastructure policy and legislative agenda 
  • Provide expert, strategic and authoritative advice to senior management and staff on infrastructure strategy, policy and planning 
  • Lead and monitor policy implementation initiatives and options and recommendations 
  • Lead analysis to assess impacts of various policy levers and report on evaluation 
  • Actively seeks opportunity to exchange knowledge, provide technical guidance and instruction, and proactively anticipate and identify issues of programmatic concern

What We Are Looking For

  • Several years of progressively responsible experience in the public policy field with a focus on infrastructure policy issues  
  • Previous experience in a management role within a government ministry and understanding of governance and/or policy 
  • Evaluation techniques to assess the effectiveness of new and changed policies, and to evaluate impact on infrastructure policy and planning 
  • Project management skills to provide proactive project planning, consultation/coordination with ministry and/or central agency partners 
  • Experience in the implementation/delivery and/or oversight of capital projects 
  • Demonstrated ability to apply analysis and evaluation techniques in the development of policy options and outreach strategy is an asset 
  • Project Management Professional (PMP) or Project Management Certificate (PMC) is an asset

The salary range for this position is $114,700 to $172,100 with a corresponding job level of P6.
