The Director of Underground Programs provides planning, coordination, and direction for the Project Management Team supporting Underground Workstreams within the our clients Long Term Infrastructure Improvement Plan (LTIIP Program).  They will ensure that larger program(s) and individual projects are on budget and schedule while maintaining a culture of safety and performance. Additionally, the Director will manage Project Teams associate with Mainstem and Underground Residential Development (URD) Cable Replacements; acting as the client-facing Program Manager responsible for achieving all regulatory and internal scope and budgetary yearly commitments.

Responsibilities:

  • Administer and manage a portfolio of large dollar projects as well as hiring and assembling the management resources to perform the required work.
  • Coordinate internal resources and third parties/vendors for the flawless execution of programs/projects.
  • Deep understanding of underground construction including excavation and directional drilling
  • Develop an implementation plan and master schedule that reflects the program(s) priorities.
  • Report and collaborate with client’s senior management team.
  • Work with internal Project Controls Teams to track program and project level status and provide management reports relative to scheduling, cost control, staffing and other related contract requirements. 
  • Ensure that all projects are delivered on-time, within scope and within budget.
  • Develop project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility
  • Ensure resource availability and allocation.
  • Develop a detailed project plan to track progress.
  • Use appropriate verification techniques to manage changes in project scope, schedule and costs.
  • Measure project performance using appropriate systems, tools and techniques.
  • Manage the relationship with the client and all stakeholders.
  • Identify risk and create risk mitigation plans successfully. 
  • Develop recommended actions and assist in resolving disputes relative to design and construction.
  • Participate in annual budgeting process.
  • Establish and maintain relationships with third parties/vendors.
  • Create and maintain comprehensive project documentation.
  • Other duties and responsibilities as assigned.

Qualifications

  • Bachelor’s Degree in Engineering, Construction Management, Architecture or equivalent experience is required.
  • 10 to 15+ years of progressive experience providing project/program management services.
  • PE, CCM, CFE, COA, and/or relevant Master’s Degree preferred.
  • Experience in managing the full construction project life-cycle including pre-construction, design phases, and oversight of constructability reviews is required.
  • Knowledge and application of construction estimating, cost, project controls/scheduling, documentation, engineering/construction principles, techniques, materials, applications, and practices are required.
  • Direct experience with Project Management within both Mainstem and URD disciplines.
  • Must have PMP or be willing to obtain PMP within 24 months. 

Skills

  • Strong computer skills and familiarity with Microsoft Office Suite products, and experience with project related scheduling systems such as MS Project or Primavera are required.
  • Must possess good written and oral communications skills and have proven analytical experience.
  • Highly organized and detail oriented.
  • Ability to multi-task and work in a fast-paced environment.
  • Superior time management skills; must be able to meet strict deadlines.
  • Ability to think analytically, apply sound judgement, and solve problems.
  • Ability to work independently and as a member of various teams.
  • Ability to interact with all levels of management and staff.
  • Able to demonstrate business acumen and communicate effectively across multiple levels, both internally and externally.

Requirements

  • Direct experience with Project Management within both Mainstem and URD disciplines.
  • This position involves a combination of standing, sitting and walking throughout the day.  Requires the ability to view and comprehend information and emails on computer monitors for the majority of the day.
  • This position requires strong communication skills (verbal and written), the ability to problem solve, interpret information and draw conclusions in order to make decisions.  This position also requires strong supervisory, presentation and budgeting skills.  Strong attention to detail and accuracy of work product is also required as well as the ability to effectively handle conflicting priorities.
  • This position will potentially require weekly in-person client meetings and site reviews/walkdowns. .
