The Director of Operations and Technology is responsible for leading, developing, and implementing the operations and technology strategy for a Payment Institution authorized by the Central Bank of Brazil (BCB). This executive will ensure that systems and technological processes are aligned with the institution’s strategic objectives, promoting efficiency, security, and regulatory compliance across all operations. The Director will oversee Cyber Security, IT Infrastructure, Systems Architecture and Engineering, and Operations/Back Office areas, driving operational and technological excellence.

Responsibilities

  • Technology Strategy and Planning:
    • Develop and execute the information technology and operations strategy, aligning it with the business objectives of the Payment Institution and BCB requirements.
    • Assess and implement technological innovations that add value to the service portfolio, enhancing efficiency, security, and regulatory compliance.
    • Establish and monitor key performance indicators (KPIs) and risk metrics to measure the effectiveness and quality of technological and operational services.
  • Cyber Security and Security Governance:
    • Oversee cybersecurity practices and ensure the implementation of policies and controls to protect customer and institutional data in compliance with BCB requirements and other applicable standards.
    • Proactively manage information security risks and incident response, ensuring cyber resilience and protection against threats.
    • Ensure that security processes and policies are continually aligned with market best practices and regulatory requirements.
  • IT Infrastructure Management:
    • Supervise IT infrastructure to ensure high availability, scalability, and operational efficiency of the institution’s IT systems and processes.
    • Develop and maintain disaster recovery and business continuity policies, ensuring swift and effective response capabilities.
    • Oversee the management of technology assets and capacity planning to meet operational expansion and new technological demands.
  • Systems Architecture and Engineering:
    • Lead the systems architecture and engineering efforts to ensure that IT projects are well-integrated, secure, and aligned with the Payment Institution's needs.
    • Guide the development of innovative technological solutions to optimize operational processes and enhance customer experience.
    • Manage the evolution and modernization of technology platforms, fostering a robust and flexible architecture that supports business growth.
  • Operations and Back Office:
    • Manage back-office operations, ensuring efficiency, compliance, and accuracy in settlement, reconciliation, and other operational activities.
    • Define and monitor operational standards and internal control policies to minimize operational risks and ensure compliance with BCB regulations.
    • Oversee the integration of operations with payment systems and IT infrastructure, promoting synergies that optimize performance and reduce operational costs.

Requirements

  • Bachelor’s degree in Computer Science, Engineering, Business Administration, or related fields; a graduate degree or MBA in management or technology is preferred.
  • Minimum of 10 years of experience in technology and operations, with at least 5 years in leadership roles, ideally in financial institutions, fintech, or payment institutions.
  • Extensive knowledge in cybersecurity, IT infrastructure, systems architecture, and operations/back office within the financial sector.
  • Strong experience in compliance with Central Bank of Brazil (BCB) regulations and knowledge of COSIF, Basel, and LGPD standards.
  • Proven ability to lead and inspire cross-functional teams, with strong communication and negotiation skills, as well as a strategic vision to align technological operations with institutional objectives.
  • Ability to assess and implement new technologies, optimize processes and promote an organizational culture focused on innovation and customer experience.
