Infrastructure Lending
Our Loan Program has helped support more than $18 billion in local infrastructure investments across Ontario. It provides affordable, long-term financing to public sector clients, allowing them to modernize and renew their infrastructure.

We have helped hundreds of clients deliver thousands of community projects in all parts of the province. Our Loan Program has been used to revitalize roads and bridges, build new recreation centres and affordable housing units, and purchase equipment like fire trucks and energy-efficient streetlights.

We tailor our loans to meet the unique needs and complex development challenges of municipalities, housing providers, universities and other eligible public sector clients. All borrowers within each sector share the same affordable rates and benefits of the Loan Program regardless of their size or location.

Each loan is different but its impact is the same: efficient, healthier and more prosperous communities across Ontario.

Reporting to the VP, Credit Risk Management, the Director, Credit Risk is responsible for jointly overseeing the credit risk function for Infrastructure Ontario’s Lending Program, ensuring thorough due diligence and ongoing monitoring and review of the loan portfolio. This role involves leading the credit adjudication process for Housing-Enabling Water Systems loans and complex project financing, while collaborating with various teams to facilitate loan approvals. Additionally, the Director will develop key Credit Risk reports, identify potential portfolio risks, and train Credit Risk Specialists to enhance their expertise and support effective financing solutions.

What you will do:

  • Lead Credit Risk assessments focused on optimal loan structuring and key risk identification for CRC and Board presentations.
  • Manage credit risks associated with Housing-Enabling Water Systems (HEWS) loans and large, complex loans.
  • Conduct thorough analyses of loan applications, including risk modeling and mitigation of material risk factors.
  • Document credit reviews through detailed memorandums to the Vice President, Credit Risk, ensuring compliance with lending policies.
  • Perform due diligence on loans for approval, recommending necessary covenants and security measures to protect IO’s interests.
  • Review financing proposals, credit committee write-ups, loan term sheets, and final agreements while maintaining accurate records.
  • Contribute to weekly Lending Loan Pipeline and Credit Risk Team meetings, overseeing key report development.
  • Provide comprehensive updates on loan portfolio status and performance to Senior Management, the Executive Committee, and the Board.
  • Conduct iterative reviews of Financing Reports to ensure completeness and accuracy.
  • Collaborate with Loan Operations and IT departments to correct reporting errors and enhance Board reporting accuracy.
  • Proactively identify potential portfolio risks and recommend corrective actions for negative trends.
  • Train and coach Credit Risk Specialists to ensure quality and completeness of credit reviews and complex financing solutions.

Who we are looking for:

  • Extensive years of related progressive experience in credit risk
  • Knowledge of public sector credit risk an asset
  • Experience with P3 or large complex capital projects (e.g. civil, social, transit) and delivery models considered a strong asset
  • Strong interpersonal and oral/written/presentation skills and experience presenting to Executive Management level stakeholders
  • Leadership skills to motivate team members, set expectations and standards

The salary range for this position is $120,500 to $180,800 with a corresponding job level of M3
Exact compensation will vary based on skills, knowledge and experience
