Deputy Director for Laboratory Infrastructure

We have an opening for the Deputy Director for Laboratory Infrastructure (LI). You will be responsible for enterprise level planning, integration, and execution of the Laboratory’s infrastructure program for addressing asset life-cycle management and capability delivery through the acquisition, operations, maintenance, recapitalization, and transition and disposition phases to support mission delivery. You will interact with Lawrence Livermore National Laboratory’s (LLNL’s) executive leadership, National Nuclear Security Administration (NNSA)/Department of Energy (DOE) mission programs, Labs Plants and Sites (LPS), other external stakeholders, and Laboratory mission support organizations. This position reports to the Associate Principal Deputy Director for Laboratory Infrastructure.

You will

  • Design, develop, and implement infrastructure plans reflecting priority and direction set by LLNL executive leadership, laboratory programs, Science, Technology and Engineering (ST&E) enterprise and mission support. Lead the integration of these priorities through the planning, programming, budget and execution (PPBE) process and NNSA Presidential Budget Request (PBR) data package formulation.
  • Partner with LI program directors and site stakeholders on the integration and execution of the $8B direct and indirect infrastructure portfolios over the Future Year Nuclear Security Plan, comprising infrastructure priorities for all major LLNL programs, ST&E enterprise, and institutional organizations.
  • Ensure LLNL’s alignment with the NNSA Real Property Asset management order to ensure full lifecycle oversight for LLNL facilities, which represent ~ 700 assets with a footprint of 7 million square feet with a replacement plant value of $30B.
  • Define, charter, and direct LLNL’s Infrastructure Integrated Project Team (IPT) system, including facilitating the Director’s quarterly IPT review. Manage and prioritize Laboratory end-to-end reviews. Formulate and manage formal mitigation plans for infrastructure risk contained in the Laboratory enterprise risk management system.
  • Partner in a highly collaborative and transparent manner with LLNL, Livermore Field Office (LFO), and NNSA infrastructure stakeholders to formulate, prioritize and deliver on Recapitalization, Operations and Maintenance, Transition and Disposition, and capital construction plans.
  • Perform and maintain rigorous verification and validation of infrastructure data and analysis. Develop insights and trends using sophisticated analytical tools to analyze complex business processes to improve efficiencies, workflows, and functions in support of strategic infrastructure. Lead application of evaluation and planning tools to support enterprise risk assessment and investment decision making.
  • Ensure the 30-year Infrastructure Site Development Plan (SDP) reflects the Laboratory’s highest priorities and all critical capabilities identified by site leadership.
  • Represent LI Director as the LLNL relationship manager with NNSA Office of Infrastructure (NA-90).
  • Partner and collaborate with the LI Director to establish and implement strategic direction, plans, long-range goals, and objectives for the Office of Laboratory Infrastructure.
  • Interact and negotiate with senior management and major internal/external stakeholders on infrastructure matters of primary importance to the Laboratory as needed.
  • Develop and implement plans to promote culture, diversity, equity and inclusion.
  • Perform other duties as assigned.
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor’s degree in engineering, science, or related technical field or equivalent combination of education and related experience.
  • Expert knowledge of nuclear weapons infrastructure operations, sustainment, and capability delivery.
  • Extensive experience with strategic planning, workforce planning, developing and managing direct and indirect budgets, organizational dynamics, and establishing strategic and operational goals.
  • Expert leadership and management skills and extensive experience directing technical staff to champion, innovative, lead, direct, and influence the development and achievement of institutional goals and objectives.
  • Comprehensive knowledge of real property operations, maintenance, construction, or demolition as well as integration of mission capabilities into facilities.
  • Extensive experience in directing large-scale facility or technical capability projects, including cost estimating, cost control, and cost analysis; experience and demonstrated skills in directing, planning and scheduling functions, including schedule development, control and analysis.
  • Extensive experience providing leadership and working with the ST&E community and knowledge of nuclear weapons core capabilities, Department of Energy (DOE) orders, or NNSA functional processes.
  • Expert communication skills, both verbal and written, to prepare and to deliver complex briefings and provide expert advice to executive management, government agencies, and sponsors. Experience anticipating needs, making recommendations, negotiating desirable outcomes, delegating effectively, team building, and working issues across all levels.
  • Expert problem solving, decision making, and analytical skills necessary to independently advise, recommend, and resolve highly complex problems having organization and laboratory-wide impact.
  • Proven ability to influence change at the senior executive management level.

Desired Qualifications

  • Advanced level knowledge of and significant experience with nuclear weapons design or operations.
  • Significant experience and knowledge of the NNSA Stockpile Stewardship mission.
  • Professional certification in management, infrastructure, or special infrastructure operations, or advanced degree in engineering, science, management, or related technical field or the equivalent combination of education and related experience.
