Ripple Effect is seeking a full-time Data Science and Evaluation Manager to take a leading role in our data-driven projects. This role involves overseeing the execution of data science techniques and evaluation methodologies to support our clients' missions at NIH and other science- and health-based agencies. The ideal candidate will have a solid foundation in data science and evaluation experience in social science or related fields. General Information

Responsibilities

  • Lead and manage data science and evaluation projects, ensuring technical soundness and relevance, in support of government contracts.
  • Stay informed of industry trends and best practices in data science and evaluation, deploying AI tools such as machine learning, natural language processing, and large language models to develop new solutions.
  • Provide technical advice on methodology approaches to accomplish project objectives (e.g., research design, analytical techniques, sampling methods).
  • Develop and implement data-driven strategies to assess program performance and improve methodologies.
  • Supervise and mentor cross-disciplinary teams of data scientists and evaluation specialists.
  • Collaborate with stakeholders and clients to define data science needs and project objectives.
  • Conduct complex data analyses using statistical software and develop frameworks for continuous evaluation of programs.
  • Prepare and present findings and recommendations in a clear and impactful manner to various audiences.
  • Contribute to proposal writing and technical solutioning for new projects.
  • Develop detailed project plans to track progress and manage changes in project scope, schedule and costs related to process, outcome, and impact evaluation studies.
  • Enhance team operations through the development and implementation of streamlined processes.
  • Perform other job-related duties as assigned.

Requirements

Minimum Education and Experience

  • Bachelor's degree in relevant data science or evaluation field
  • 10 years relevant work experience

Basic Requirements

  • Technical experience with qualitative or quantitative software packages
  • Experience designing qualitative, quantitative, and mixed methods evaluations including surveys, interviews, and focus groups
  • Experience developing data-driven insights and visualizations that clearly convey complex concepts and conclusions
  • Strong understanding and proven experience with AI and other emerging technologies to enhance analytical conclusions
  • Advanced skills with Microsoft Excel, PowerPoint, Word and Outlook
  • Excellent organizational skills, attention to detail, and effective communication skills

Skills That Set You Apart

  • Masters or Doctoral degree in relevant field
  • Experience leading NIH projects
  • Supervisory experience
  • Established networks in government contracting that can be leveraged
  • Experience with Bibliometrics or Portfolio Analysis
  • Project Management Professional (PMP) or other certifications
