ThinkWell is a member of the FHI360-led consortium implementing the USAID Enhancing Quality of Healthcare Activity II (EQHA II) project (2024-2028) in Cambodia. ThinkWell’s role in the EQHA II project will be to support an initial in-depth analysis of the health quality governance landscape in Cambodia that will inform the co-development and collaborative implementation of resource allocation strategies designed to ensure the sustainability of Cambodia’s quality improvement and assurance (QI/QA) systems. Specifically, ThinkWell will provide direct support to the key Cambodian QA/QI institutions, including the Private Health Service Providers Association of Cambodia, the health professional councils, the Cambodia Healthcare Accreditation Commission, and the Ministry of Health (MOH) Quality Assurance Office to build capacity through the development of annual business plans and enhanced financial management practices that improve resource availability and allocative efficiency. 

The Data Analyst will provide technical, analytical, and coordination support across various activities with public and private sector partners. The Data Analyst brings quantitative skills and is willing to learn qualitative skills, research capacity, and a solid understanding of the design, implementation, and evaluation of health system reforms.

Research and Analysis

  • Acquire data from primary or secondary data sources relevant to technical and policy issues through systematic literature review processes, including abstract and full-text review and data extraction.
  • Develop and validate quantitative and qualitative data collection instruments, such as surveys and interview questionnaires.
  • Develop and implement databases, data collection systems, routine data analytics, and other strategies as required by the project.
  • Using appropriate statistical techniques, identify, analyze, and interpret trends or patterns in complex data sets.
  • Filter and “clean” data by reviewing reports, printouts, and performance indicators to locate, validate, and correct identified calculation problems.
  • Create graphics and visualizations of quantitative and qualitative data as needed.
  • Document research processes in Microsoft Word, Excel, and PowerPoint documents or other methods and follow responsible record-keeping practices.
  • Provide technical advice on mitigating risk when working with large datasets, such as accounting for missing data points.

EQHA-Specific Responsibilities

  • Support the project team to produce high-quality, project-related technical documents, including formal narrative reports, briefs, project status reports, blogs, and articles for publication and dissemination.
  • Support the development of storyboards, structure, and content for compelling PowerPoint slide decks that are logically organized and visually appealing.
  • Create visually compelling and informative graphics and visualizations of quantitative and qualitative data.
  • Assist with the coordination of operational responsibilities, including data collection activities, communications, organizing meetings and workshops.
  • Draft project correspondence as requested, including meeting agendas, notes from technical reviews, key informant interviews, and project workshops.  
  • Organize and manage version control for project documents, including Excel workbooks, narrative reports, and PowerPoint slide decks, to facilitate team efficiency and accuracy and to ensure high-quality client deliverables.
  • Working closely with the other team members to support efficient filing organization for the team following ThinkWell information management policies, including maintaining shared folders to facilitate team efficiency and accuracy.

Requirements

  1. BA/BS in a quantitatively oriented field, such as Mathematics, Economics, Computer Science, Information Management, Statistics, or Social sciences, and 5+ years’ experience or graduate degree and 3+ years’ experience. 
  2. Relevant work experience in a management consulting firm, bilateral or multilateral development agency, and/or international NGO.
  3. Knowledge of statistics; advanced proficiency in Excel and PowerPoint required; proficiency in statistical analysis packages (e.g., STATA, SPSS, SAS) preferred.
  4. Exceptional analytical, research, and problem-solving skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  5. Adept at querying data, report writing and presenting findings.
  6. A systems thinker with a grounded, pragmatic understanding of the complexities of our work.
  7. Tech savvy and skilled at visual display of data.
  8. Demonstrated poise and professionalism in engaging with external partners, donors, and other stakeholders.
  9. Outstanding written and verbal communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities, and orientations and across work areas.
  10. Full English fluency.
  11. Ability and willingness to travel within Cambodia up to 25%.
