The Opportunity
As the Country Director for Trócaire Lebanon - Syria, you will assume a pivotal strategic leadership position, driving the organisation’s mission and achieving its goals. This dynamic role calls for an experienced, innovative, and visionary individual to lead a team of development and humanitarian specialists and manage a diverse portfolio of local partners in addressing complex challenges. As the Country Director, you will provide exceptional strategic guidance to our country program, ensuring alignment with Trócaire's mission and values while fostering impact and innovation. Your responsibilities encompass overseeing program implementation and ensuring effectiveness, efficiency, and impactful outcomes. You will actively engage decision-makers at local, national, and international levels while empowering local partners to do the same, as well as actively engage in advocacy and policy iniatives. As a key leader within the International Division, you will contribute to shaping our overarching strategy and direction. This role necessitates a robust international development and management background, coupled with an unwavering commitment to social justice and humanitarian principles.
Since 2013, Trócaire has responded to the Syrian humanitarian crisis, working remotely from Ireland and supporting local caritas and other partners in Syria and Lebanon. The Strategic Plan and programme has focused on the provision of humanitarian relief, protection and psychosocial support, and in strengthening livelihoods. Working with local partners, and realising the values of partnership, continues to be an important approach for the organisation. Trócaire established a presence in Beirut in early 2019 to facilitate and manage our ongoing response to the humanitarian crisis and a team of six staff is now in place. A new strategic plan was developed 2021, in line with the wider organisational strategic plan. Currently the country programme has approximately 5 million euro budget, 16 staff positions and a diverse portfolio of partners.

Requirements
The country programme has a diverse portfolio of local partners working on goal 2, goal 3 and goal 4 with an overall budget of approximately 5 million euros.
Currently the whole team has 16 positions, including the country director.
The team includes one head of programmes, three programme managers (basic assistance & livelihoods, partnership, protection), one MEAL manager, four capacity strentghening and project coordinators, one humanitarian response manager, one programme finance and support services manager and one finance manager, together with their finance officers.
For the Country Director of Trócaire Lebanon - Syria, we seek a dynamic, experienced leader with a proven strategic leadership and management track record. You should have demonstrated experience managing development and humanitarian programs on a substantial scale, ideally with experience running a country office. Your expertise in program management, partnership development and stakeholder engagement will be essential for success in this role.
To excel in this position, you should have a sound understanding of development concepts and methodologies. Experience in financial management, compliance, and governance is crucial to ensure effective resource allocation and adherence to organisational, legal and regulatory policies.
As a leader, you will be pivotal in cultivating an inclusive, high-performing team. Your ability to think strategically, analytically, creatively and innovatively and attract institutional donor funding will be instrumental in your success.

Your experience managing teams in a multicultural environment and fostering inclusivity will be essential. Strong communication, interpersonal skills, and the ability to facilitate collaboration are critical for building effective relationships with internal and external stakeholders.
