PIN currently is seeking energetic, disciplined, responsible Consortium Coordinator  

Length of Contract: definite (until November 30, 2027)

Place of Work: - Based in Addis Ababa with frequent travel to PIN’s project sites in different regions as required.

Salary: TBD based on experience

The Consortium Coordinator (CC) is a member of the country program team and is responsible for the overall coordination of the newly secured EC funded consortium project: Empowering Futures for Youth and Women beyond Agriculture implemented by PIN as lead organization in partnership with Ayuda En Accion and DEC (Development Expertise Center) in Tigray, Oromia and Afar Regions of Ethiopia. In coordination with the Head of Development Programs (HoP), Deputy Country Director (DCD), Head of Finance (HoF), Head of MEAL and various technical advisors (Education, MSD, GESI etc), the CC will oversee smooth and quality implementation of all the aspects of the project. CC´s main responsibility lies in overseeing the consortium project, its results, timeliness and overall performance. The CC is also expected to complement the County Office efforts in forging partnerships among consortium partner organizations and relevant counterparts present in Ethiopia, including the federal government (ACSO, ministries, etc.) as well as high-level regional government bodies and officials in Tigray, Afara and Oromia, donor agency(ies), TVET colleges, and private companies to create and coordinate relevant platforms foreseen in the project.

The Consortium Coordinator (CC) will be the Focal Point for all consortium partners, and will take leadership in coordinating and rolling out all aspects of the project including: strategy, implementation and monitoring, compliance with donor´s guidelines and ensuring harmonisation of above mentioned amongst all partners. S/he will review project progress of partners, via follow-up of pre-agreed reporting matrix based on partners´ respective plans. This regular follow ups will allow proper monitoring and timely identification of possible under-achievements, anticipation of risks and timely formulation of mitigation strategies. Additionally, two other monthly coordination meetings, operational and technical, will be held between the Consortium Coordinator and Senior operations and programme staff from all agencies including project stakeholders to discuss challenges and possible solutions in the project.

The Consortium Coordinator will be the key facilitator for coordination-specific outputs, including joint research and development of best practices and advocacy, and will provide external leadership of the consortium – representing partners to the donors, relevant clusters, other partners and key stakeholders. In addition, s/he will support the Head of Programs (HoP) and relevant Project Managers and experts in the design and development of new projects, and in the compilation and review of reports for the EC.

Reporting Relations & Interdependencies with Other Functions

The CC’s line manager is Head of Programs (HOP).

At headquarters (HQ) level, the CC works in cooperation with the HoA Senior Manager, relevant technical advisers from the Knowledge and learning department, and finance coordinator who provide support and methodological guidance in respective fields of donor rules and partnerships. The position reports to HoP as line manager but at CP level will also coordinate closely with the Education Expert, MEAL Expert, Partnerships and Engagement Coordinator, Head of Finance and Deputy Country Director for information specific to the project activities.

Duties & Responsibilities

Coordination

  • Lead liaison with the Consortium partners as the key focal point for strategy, implementation, monitoring and reporting of the EC Consortium project, including monthly coordination forums, monthly progress updates, formal interim reporting and any reporting requirements.
  • Facilitate monthly coordination meetings between consortium partners’ programs/operational/technical (incl. MEAL) teams and coordinates regular meetings between consortium partners’ finance and, Project and M&E teams
  • Lead partners in sharing lessons learned and development of best practices for the intervention and develop key knowledge sharing materials. The CC will be the key responsible for developing and leading on the institutionalization and sharing of Best Practice Guidelines across different themes, which will be implemented by consortium partners.
  • Act as the key focal point (in coordination with DCD, HoP,) for routine liaison with EC representatives in Ethiopia.
  • Foster good coordination and relationships and timely sharing of key programmatic issues within and across key departments: Education, M&E, Finance, Logistics, and Country Management Team.
  • Represent PIN and the Consortium in relevant Cluster and other Coordination forums, as necessary.

Program Management

  • Provide strategic and operational guidance to consortium partners and lead the consortium in the direction of achieving the project objective, meet the indicator targets and have a lasting positive impact.
  • Supervise, in cooperation with relevant PMs and consortium partners, all project progress, outputs, and challenges across all sectors within the EC Consortium project (Education, Monitoring & Knowledge sharing)
  • Ensure that rigorous control mechanisms are in place to ensure compliance with EC requirements (procurement, approvals, accountability and anti-fraud mechanisms).
  • Strive for continuous improvement of quality of the project; collects, strengthens and shares know-how and good practice across all partners.
  • Closely follow PIN internal guidance on security (actively supports its adaptation/upgrade suitable for given contexts)

Grants Management / Reporting

  • Coordinate the reporting schedule and requirements for the EC project: request, review, compile inputs from partners, develop quality reporting based on these to meet EC requirements, on time submission of the reports.
  • Cooperates with Communication responsible person on visibility topics identification and information gathering on as needed basis and secure prior needed approvals from the donor.
  • Create and maintain online archive for all the partners on SharePoint.
  • Regular monitoring visits of all implementation areas of the project.
  • Equal distribution of support and supervision of all partners, not only PIN.

Financial management

  • Regularly and keenly control and follow up on project balance and project drawing, makes sure that financial forecast reflects capacity of teams, reality and budget approved by donors
  • Contribute to budget modification formulation, development and amendments as needed.
  • Ensure that finance control mechanisms are in place and followed (payment approvals, procurement, invoices match to supplied goods/distributed items, financial spot check of partners).
  • Immediately inform mission management about any financial, programmatic, reputational risk factors to find joint solutions.

Project Support

  • The CC reviews and manages projects results, especially linked to high level government stakeholders´ platform building, donor relations, TVETs and private enterprises level to ensure project´s acceptance and working environment to ensure positive outcome of the results due to agreeable environment and support for the objectives of the project by the above-named stakeholders.
  • Line management of PN EC Project manager with shared responsibility for reporting in regards to agreed stakeholder activities.
  • Participates in PIN´s recruitment of qualified project staff for the project.
  • Ensures all communication and outputs communicated to donor, government officer, partners and other project stakeholders are relevant, are of high quality and information value.

Alliance 2015 agenda

  • In collaboration with DCD/HOP/PM develops materials which are agreed by A2015 working groups for PIN
  • Advocates for PINs point of view at A2015 meetings

Compliance

  • Ensures compliance of project activities with EC/donor rules and government
  • Cooperates with HQ compliance dept. on as needed basis
  • Reports to CD/DCD/HoP any conflict of interest within the project
  • Ensure partner compliance and reporting is done correctly and on time

Accountability and Safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)

  • CC is responsible for ensuring that the project has functioning CFRM system and that it truly mainstreams protection, SG, GESI and environmental considerations into its operations with coordination from the corresponding experts.
  • Participate in training and awareness raising (Code of Conduct and, safeguarding) and following up on training needs of the project team as needed
  • Ensure that his/her team members and partners, attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies.
  • Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.

General Obligations and Responsibilities

  • The Employer stipulates the right to assign the Employee on any other kind of work derived from his specialization. In case of urgent work and such like the Employee may be asked to work overtime as well as during public and other holidays.
  • The employee shall anytime and anywhere take care of and protect all belongings of PIN within and without their care. The Employee takes over the responsibilities for all entrusted material or cash. The Employee is obliged to cover all damages or losses caused by his carelessness totally or partially, as the PIN management in each case will decide it separately. The Agreement of Liability of Assets has been signed separately.
  • The Employee is obliged not to purvey any information concerning any of PIN activities to outsiders (including former PIN employees, who may no more be informed about current process in PIN).
  • PIN is a relief and development organization whose aim is to help and assist needy people. The Employee’s position within the institution requires contacts with outside; he or she therefore conveys a certain image of the PIN. PIN expects its employees to behave in appropriate manners at all times and in all places. Qualifications and requirements:

  • Management, Education & TVETs development, Sociology, Social work, Partnership Development, Rural Development, Business Administration/Developmental economics, Economics, Marketing system development.
  • Minimum 8 years and above Experience in Consortium projects, EU Project ,Management, Stakeholders management, Strategic planning, management, reporting, communication with donor, government authorities & partner NGOs, partnership development, coordination with various stakeholders, forums, clusters, etc.
  • Good networking, representation and coordination and negotiation skills with stakeholders, government and other agencies.
  • Planning, coordination and report writing skills
  • Good communication and capacity to work under stress
  • Good command of MS Package (Word, Excel, Power Point and Outlook)
  • Knowledge of spoken & written Amharic, English
