Search is seeking a Conflict Analyst to engage with the National Network of Insider Mediators (IMs) to review and update the existing conflict analysis report.
About the Assignment
- Search for Common Ground (Search) has partnered with UNDP to support the development of conflict analyses across Lebanon’s regions by working with Insider Mediators (IMs). The updated analysis will reflect the evolving conflict dynamics from mid-September 2024 to the end of October. Given the rapidly shifting conflict environment, an accurate and up-to-date analysis is essential for guiding ongoing mediation efforts and adapting conflict intervention strategies.
Consultancy Summary
- The Conflict Analyst will engage with the National Network of Insider Mediators (IMs) to review and update the existing conflict analysis report. This consultancy will focus on updating the conflict dynamics across the country, providing a comprehensive analysis of key conflict drivers, actors, and impacts from mid-September 2024. The final output will assist Insider Mediators in understanding and addressing critical conflict issues, adapting mediation strategies, and identifying opportunities for intervention.
The consultant will:
- Conduct a desk review: Review the existing conflict analysis document along with other relevant literature;

Engage with Insider Mediators: Collaborate closely with the National Network of Insider Mediators to gather localized information and insights on recent conflict developments, challenges, and responses in different regions.

Conduct Field Interviews or Discussions: Where feasible, engage with stakeholders and IMs to verify and enrich the analysis with specific regional and local insights.

Consolidate Findings into an updated, comprehensive conflict analysis report: Compile the updated analysis into a cohesive and structured report, incorporating elements such as conflict drivers, actors, historical context, political dynamics, social dynamics, and existing coping mechanisms.
Timeline
- The consultancy will begin in October 2024 and will be completed by November 15, 2024, with an estimated duration of 10 working days.
Requirements & Qualifications
- The expert/consultant should have the following expertise and qualifications:
- Demonstrated expertise in conflict analysis and reporting.
- Experience working with conflict-affected communities, particularly in the MENA region.
- Significant professional experience working with Arabic and English speaking participants
- Knowledge of the political, social, and security landscape in Lebanon.
- Experience engaging with local stakeholders and networks
- Strong analytical, writing, and communication skills.
- Ability to work independently and under tight deadlines.

Requirements for the Proposals
- The proposal should include the following elements (maximum length, excluding CVs: 10 pages):
Technical Proposal
- A brief outline of the approach and methodology
- A proposed work-plan and timeframe for the assignment, delineating the phases, the duration of workdays
- Identification of potential challenges and dependencies likely to affect the assignment implementation, along with proposed solutions
- An account of relevant previous assignments that showcase the required skills and experience outlined above
- Contacts of at least three references
Financial Proposal
- The consultant shall provide a budget breakdown that outlines consultant fees and logistical expenses. The financial proposal should include all costs associated with the assignment, including applicable taxes, presented in USD.
