Inland Fisheries Ireland (IFI) has an exciting opportunity for a Civil Engineering Technician to join our Barrier Mitigation Division.
The Barrier Mitigation Division is a newly created team within IFI.
IFI has been asked to take on the role of managing a newly established National Barrier Mitigation Programme 2024 - 2027 (NBMP) and as such, this new division has been established with funding from the Department of Housing, Local Government and Heritage (DHLGH) and Department of the Environment, Climate and Communications (DECC).
This role provides an exciting opportunity for an individual with civil engineering technician experience in the riverine/marine and environmentally sensitive water arena to play a key role in the remediation works required to successfully mitigate or remove barriers.
The aim of the National Barrier Mitigation Programme is to improve river hydromorphology and connectivity in Irish catchments by strategically targeting significant barriers to fish passage and structures degrading river form, flow, and function. Iconic species such as Atlantic salmon and the European eel are threatened, and IFI is mandated to protect them under law. Removing barriers will open up habitat to various species in an era where habitat loss is severely impacting biodiversity both nationally and internationally.
Reporting to the Civil Environmental Engineer (Grade 2 or Grade 3), the technician on this project will be experienced in civil engineering works that pertain to the riverine environment and will have the ability to understand the impacts of ecosystem dynamics associated with barrier removal and mitigation.

KEY RESPONSIBILITIES
- Undertake surveys of rivers, lakes, and coastal locations, and infrastructure such as embankments, culverts, weirs and other channel structures, prepare topographical and bathymetric drawings
- Prepare planning and design engineering drawings and mapping
- Prepare engineering drawings and associated schedules and reports for construction
- Set out and level construction-related projects
- Investigate complaints and claims
- Prepare and monitor Works Programmes
- Measure, supervise, and record works progress
- Implement Safety Systems and undertake risk assessments
- Supervise operational staff and contractors, take on duties associated with line management where required
- Assist with land registry and folio searches
- Support general administration duties
- Undertake other field and office duties as required to assist with the performance of the functions of the NBMP
- Work closely with colleagues from the Barriers Mitigation Research team to obtain and review data from a range of sources such as site assessments, environmental monitoring and third-party reports
- Evaluate the environmental impacts of the proposed barrier mitigations
- Assist Engineering team to Plan, implement, manage and supervise the day-to-day tasks of construction and remediation schemes
- Contribute to the development of site-specific health and safety plans, Standard Operating Procedures and RAM’s
- Foster collaborative and strategic relationships with key internal and external stakeholders and vendors
- Engage with procurement activities, in line with IFI policies and public sector procurement guidelines
- Comply with the policies and standards of Inland Fisheries Ireland and the Code of Practice for the Governance of State Bodies
- Perform such other duties as may be assigned from time to time by the NBMP team
- Use special equipment and facilities available in connection with the work of the Civil Engineering Technician to include but not limited to:
- Computer software systems for the logging, processing, analysis, transfer (via telemetry), and reporting of hydrometric, meteorological, environmental and survey data.
- Software systems for the designing and production of engineering design drawings and schedules.
- Geographical Information Systems (GIS).
- Surface water level, rainfall and water quality monitoring equipment.
- Flow gauging equipment and associated remote control propulsion units.
- Conventional and modern surveying and levelling equipment including use of UAVs (Drones).
