Position Summary:
Mastery Charter Schools is seeking a Chief Operations Officer (COO) to lead the operations, facilities, and enrollment functions across the enterprise. Reporting to the CEO, the COO will serve as a key member of the senior leadership team focused on building a high performing organization that serves as a model for school districts nationwide. The COO will serve as the senior leadership team’s management/systems process lead, specifically ensuring the senior management team processes are best in class. The COO will serve as a critical partner to the CEO to ensure that all organization systems and structures shape the future of the organization and set Mastery up for continued success.

Duties and Responsibilities:
- Essential Job Functions:
- The COO will be responsible for developing the vision, strategy, and implementation in five primary areas:
- Operations
- Set a clear, coherent vision for Mastery’s operations across the enterprise; ensure operations are executed at a consistent, high-quality level across the network.
- Create processes and operational metrics aligned with the operational goals of the organization.
- Lead central operations function to ensure all 24 schools maintain physical environment standards, front desk staff are warm, effective and friendly to parents, students and staff.
- Lead development vision and monthly professional development sessions for Assistant Principals of Operations (APOs).
- Facilities
- Set a clear, coherent vision for Mastery’s facilities across the enterprise; ensure facilities function is executed at a consistent, high-quality level across the network.
- Manage and execute a $50+ million capital program across Philadelphia and Camden schools.
- Ensure all facilities are maintained and emergency and security systems are strong.
- Enrollment
- Design and execute a marketing and operational student enrollment strategy that enables all schools to reach their enrollment budget targets.
- Oversee marketing and communication campaigns for enrollment plans.
- Train school-level staff in enrollment tactics and strategy.
- Support school-level enrollment initiatives and intervene when necessary to ensure success.
- Management and Organizational Processes
- Ensure that Central Office is an exemplar of large organization/district management.
- Champion and manage process improvement across the organization.
- Create and revise management processes to ensure team effectiveness.
- Implement management development programming to develop skills of central office and school-level operations leaders.
- Other Job Functions:
- Organizational Leadership and Special Projects
- Serve as an active and effective part of Mastery’s senior leadership management team.
- Manage mission critical special projects and initiatives. Develop ideas into implementable projects (including projects outside of operations domain).
Qualifications:
- Track record of leading, motivating and developing high performing teams that deliver results.
- Strong financial fluency: demonstrated ability to specify the financial analyses required to support strategic decision-making and use financial indicators to manage organizational performance.
- Strong data fluency: demonstrated ability to lead teams and organizations in designing and implementing strong data-driven cultures and the systems, processes and tools required to support them.
- Demonstrated ability to build consensus, facilitate collaboration and problem-solving and manage conflict among varied stakeholders in matrixed environments.
- Equity focused; understands the ways in which structural racism impacts the communities we serve and takes steps to irradicate inequities network wide.
- Superior organizational skills; able to keep personal and team’s work on schedule.
- Flexible and adaptable with a demonstrated ability to lead in a nimble, lean organization.
- A leader who is reflective, self-aware, and approaches the COO role with humility.
- Mission-driven; possesses an affinity and passion for education choice, access, and Mastery’s overall mission.
Education and Experience:
- A minimum of 15 years of professional experience including at least eight years of executive / senior management experience, ideally with general management experience overseeing multiple functions or successive experience leading varied functions.
- Bachelor’s degree required; MBA or master’s degree in a related field strongly preferred.
- Experience with strategic planning in complex, dynamic settings.
- Experience building and scaling operations in high growth environments.
Physical and Environmental:
- Ability to physically perform the essential duties of the role – either on-site or remotely, and to work in the environmental conditions required, such as: traveling to network campuses; maneuvering in office spaces (including standing, walking, sitting for long periods of time, speaking loudly and clearly, seeing and hearing things both near and far away); stooping, kneeling, reaching file cabinets/shelves; fine finger and hand manipulation in use of computer, chalkboard, dry erase, &/or projectors; filing, faxing, scanning, coping, typing, mailing, and making phone calls; sitting for up to two (2) hours looking at a computer monitor, using a keyboard/mouse, and typing.
Other Requirements:
- Position requires local &/or regional travel to Mastery and other sites. Must have valid driver’s license and vehicle, or access to reliable transportation.
