This Scope of Work (SOW) outlines the recruitment services required for executing full life cycle recruitment for technology services roles at Bixal, particularly focused on opportunities with the Veterans Administration (VA). The objective is to efficiently source, screen, and place candidates while managing multiple concurrent requests under tight deadlines, ensuring alignment with Bixal’s mission and values.

Execute Full Life Cycle Recruitment: Manage all aspects of the recruitment process from job requisition to candidate placement tailored to Bixal’s specific needs.
Manage Multiple Requests: Efficiently respond to concurrent recruitment requests with tight turnaround times to meet project demands.
Attract Top Talent: Identify and engage qualified candidates for technology services roles, ensuring a diverse and inclusive candidate pool.
Scope of Work
Full Life Cycle Recruitment Execution
Manage the complete recruitment process, including job analysis, posting, sourcing, screening, interviewing, and onboarding tailored to Bixal's culture and mission.
Collaborate with hiring managers at Bixal to understand specific needs and develop precise job descriptions that reflect Bixal’s requirements.
Sourcing Candidates
Utilize various platforms (job boards, social media, networking events, veteran organizations) to attract candidates, with a focus on sourcing veterans and individuals with relevant federal experience.
Leverage existing relationships within the veteran community to identify potential candidates with a background in technology services.
Candidate Screening and Assessment
Review resumes and applications to create a shortlist based on established criteria that align with Bixal’s standards.
Conduct initial prescreens to assess qualifications, technical skills, and cultural value add with Bixal.
Schedule interviews with appropriate teams
Maintain a high level of candidate care and responsiveness
Compliance and Regulatory Knowledge
Ensure all recruitment practices adhere to federal regulations and guidelines, including OFCCP compliance, while reflecting Bixal's commitment to equity and inclusion.
Stay informed on veterans' hiring initiatives and preferences to enhance recruitment efforts.
Coordination of Interviews and Offers
Schedule and coordinate interviews between candidates and hiring managers at Bixal.
Provide interview feedback and facilitate discussions regarding candidate selection.
Assist in the negotiation and extension of job offers, ensuring alignment with Bixal’s contractual obligations and standards.
Multi-Request Management
Develop a prioritization framework to efficiently handle multiple concurrent recruitment requests, reflecting Bixal’s operational demands.
Implement time management strategies to ensure timely responses and placements for all open positions.
