Duties and Role:
Under the direction of the Head NCIA Business Change, and as part of the wider Project Team and in collaboration with other projects and activities, the incumbent will perform duties such as the following:
- Develop, maintain and run the change and communication plan for the next Phases of Implementation Job Families at the NCI Agency; This will include: benefit mapping and tracking, risk management, issue management, financials management, stakeholder management, resource management, quality management, change management, requirements management, transition into service operation, contractor management, procurement management etc.
- Mentor and support Profession Heads in the adoption of their new duties and outreach to staff;
- Develop cost estimates, price proposals, business cases as required;
- Report / communicate on project progress & financial execution internally (within NCIA) and externally;
- Develop and execute communications, including virtual staff briefings;
- Manage & escalate project exceptions as required and proactively; including the proposal of mitigation actions;
- Use the MS-EPM (Microsoft Enterprise Project Management) framework (or any other replacement tool) used by NCIA;
- Use EBA (Enterprise Business Application; NCI Agency ERP system), monitor and control project financial status and execute project managers duties in Agency defined Procure to Pay process;
- Use the NCIA's organization change management framework;
- Deputize for higher grade staff, if required; and
- Performs other duties as may be required.
Requirements
Skill, Knowledge & Experience:
- The candidate must have a currently active NATO SECRET security clearance
- Either an MBA, or a Master's degree in Change management, or related discipline at a nationally recognised/certified University; Or exceptionally, the lack of a degree may be compensated by a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this post;
- Prior experience in a significant organizational change management programme at a multinational, matrix organization of more than 3000 employees and several points of presence across the globe;
- Track record of implementing and running a Matrix organization and implementing a new hierarchical structure;
- Experience in running and communicating on change programmes and projects;
- Experience in benefits realization in programme management;
- Formal project management qualification such as PRINCE 2 or PMI PMP, Agile Project Management (Agile PM, Scrum) or relevant practical experienc;
- Proficiency in using MS Office (particularly Excel, pivot tables) and SharePoint tools;
- Have the ability to communicate effectively orally and in writing, in English, with good briefing skills;
- Have the ability to communicate and ease staff in a global, multinational environment through a major change;

Desirable Experience and Education:
- Experience in driving benefits realization and maintaining a benefits map for change programmes;
- Recent (last 5 years) experience in mentoring senior executives on change and transitioning into new, people-focused roles;
- Recent (last 5 years) relevant experience in implementing or leading a Matrix organization;
- Recent experience (last 5 years) in successfully communication and leading change in a major;
- Some understanding of NATO responsibilities;
- Proficiency in planning, simulating, progress tracking and reporting using MS Project or preferably Service Now.
