Duties and Role:  

In view of standardizing IT operations in NISC and implement outsourcing of NISC activities to Industry, under the direction of the NCIA Sponsor in Braine L'Alleud, Belgium the contractor will produce Statements of Work, Standard Operating Procedures (SOP), Standard Operating Instructions, Work Instructions (WI), to cover the following topics:

Statements of Work:

The topics will be defined based on the overall outsourcing strategy being developed in NCIA, but will range from network operations to datacentre operations.

Standard Operating Procedures (SOP) / Standard Operating Instructions (SOI):

1. Creation, maintenance, and retirement of accounts

2. Publishing a website

3. AD (Microsoft Active Directory) Operations

4. Managing Privileged Accounts

5. Performing Security Validation (ESEC)

6. Software asset management

7. Updating NISC Configuration management Database

8. Data checking on the NISC Configuration management Database

9. Generating reports from the NISC Configuration management Database

Work Instructions (WI):

1. Group, account, DL creation

2. AD maintenance

3. Metadata cleanup

4. Adding a workstation

5. Adding a Server

6. AD Security Checks

Requirements

Skill, Knowledge & Experience:

  • The candidate must have a currently active NATO SECRET security clearance
  • Excellent IT technical writing and communication skills (English) with proven experience of at least 8 years, in particular on writing performance-based statements of work.
  • Proficient in using word processor (in particular styles and layout functions) and visualization tools.
  • Very good knowledge of Network and IT operations and service support in an ITIL framework, including configuration management and change management.
  • Very good interpersonal skills in order to interview and cooperate with technicians and engineers.
  • Good knowledge of the following technical areas : network routing and switching, network management, hosting (including virtualisation and container technologies), storage, virtualisation, backup and restore, active directory, identity management, internet access.
  • Good knowledge of Static and Deployable IT environments.
  • Good knowledge of CISCO products,
  • Good knowledge of Microsoft Server Products such as: Windows Server 2012 R2, Windows Server 2012 R2, Windows 2016, Remote Desktop Services (RDS), in large Active Directory environments.
  • Good knowledge of IT Security, in particular with respect to IT Service Delivery.
