Duties and Role:
Under the direction of the Head of NDWC Project Management, and in coordination with the Chief NDWC as the typical Project Executive, but largely on own initiative, the incumbent will be responsible for the initial phases (such as IFB and Price Proposals), planning and cost estimation, implementation, and management of complex projects in particular through:
- The management of time, cost and quality of all facets of the assigned project(s).
- The management of requirements in coordination with the customer.
- The management and motivation of project team(s) through clear guidance and assignment of work.
- The application of standard project management techniques in accordance with the Prince2 methodology (e.g. change control, risk/issue management).
- The development and maintenance of project plans in ServiceNow and in compliance with NCIA Directives and project management best practices.
- The identification, planning, and allocation of resources to meet project milestones and/or initiate corrective actions when necessary.
- The use of EBA (Enterprise Business Application) to monitor and control project financial status and execute project managers duties in NCIA-defined Procure-to-Pay processes.
- The monitoring and control of project progress to ensure resources are utilised in accordance with the approved budget and within the approved timelines.
- The sustainment of effective communications with different stakeholders (internally and externally), through the provision of briefings and the organisation of meetings in particular, including with NCIA top management.
- The consideration of Programme requirements as required.
- The provision of relevant inputs to the various Agency's reports.
- The application of NCIA and P3M Best Practice guidance;
- Maintain liaison with other Project Managers and Programme Managers to ensure the integrity and coherence of NATO CIS systems and capabilities.
- Maintain close contact with NCIA Customers.
- Maintain close relationship with the appropriate levels of NATO bodies involved in NATO CIS processes.
- Represent the Agency in assigned NATO committees, steering groups/boards as required.
- Maintain contact, as required, with representatives of industrial organisations within the NATO nations.
- Stay abreast of technological developments relevant to the area of work.
- Participate in training, as applicable.
- Deputize for higher staff as required.
- Perform any other duties as required.
- The incumbent may supervise, administer and give professional guidance to staff.
Requirements
Skill, Knowledge & Experience:
- The candidate must have a currently active NATO SECRET security clearance
- A Master's degree at a nationally recognised/certified University in a related discipline with 5 years post related experience. Or a Bachelor's degree with 8 years post related experience.
- A recognised project management qualification (such as Prince2 Practitioner, Managing Successful Programmes (MSP), Project Management techniques based upon PMI Knowledge area or Agile, and recent extensive experience (at least eight years) in the Project Management of major communication and/or command and control/management information system for a large organisation. The lack of formal project qualification may be compensated by the demonstration of expertise in the domain.
- Experience in applying multi-discipline engineering and management techniques in the acquisition of complex communication and information systems.
- Proactive attitude in seeking and maintaining trust from stakeholders.
- Proven ability to communicate effectively orally and in writing with good briefing skills.
- Experience in small, medium and large IT implementation projects.
- Experience of creating Price Proposals and Invitation for Bids competition packages to industry
- Experience of leading Project Boards and Senior Management escalation Project Boards
- Experience of proficiently and professionally managing internal and external customers (such as the NATO Enterprise).
- Experience in supplier management, negotiations, conflict resolution and contract management
- Experience in managing external contracts and contractors
- Experience in procurement, logistics, testing, change management and asset management.
- Experience of mentoring and supporting more junior PMs
- Experience in creating and leading high performance delivery teams
- Experience in communications in front of higher management and large groups (briefings, written and oral presentations).
- Experience of working in an international environment comprising both military and civilian elements
- Knowledge of NATO responsibilities and organization, including ACO and ACT.
Language Proficiency:
- A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable. NOTE: Most of the work of the NCI Agency is conducted in the English language.
Desirable Experience and Education:
- Extensive experience with project planning toolsets, preferably Service Now.
- A recognised Service Management qualification (such as ITIL Foundation, ITIL specialist courses).
- Experience in private and/or public cloud infrastructure deployment, user and application migration projects (IaaS, PaaS, SaaS) and transition of projects to services and operations.
- Experience and certification in Agile Project Management (Agile PM, Scrum)
- Experience and certification in Service Management (i.e. ITIL V3 or V4)
