Duties and Role:
- Assist in the planning, preparation and submitting of the CSSC Operating budget.
- Support financial analysis of customer requirements, assisting in coordinating the cost estimation and financial planning associated with negotiation of Centralised Service Level Agreements (CSLA) and other CSSC Price Proposals.
- Assist as Fund Manager for assigned allocations and exercising strict financial control during the execution stage of these allocations, ensuring compliance with NATO and Agency regulations, and guidance provided by the NCI Agency Financial Controller.
- Identify /verify the proper funding categories for all purchases and services requested.
- Review and maintain the status of fund for all chapters under fiscal responsibility. Process Internal Requisition/Purchase Requisition and enter invoices into the EBA.
- Provide technical advice and functional support to Financial Controller, the CSSC Commander, CSSC SSB BH and to other senior managers within the Finance Directorate.
- Assist in the preparation of the In-Year Review's and ensure that End of Year procedures for Financial Year are performed and transactions entered/reconciled within the EBA by the cut-off dates/deadlines.
- Assist in the monitoring Asset Management and particularly CIS Asset Management from a financial control standpoint.
- In coordination with CSSC Asset Management and Supply Branch, monitor CIS inventory use to optimize stock levels by maximizing availability of items for upcoming work and thereby reducing unnecessary inventory and associated carrying costs.
- Assist in assuring that relevant Weighted Average Cost (WAC) on master item level are correct and set to correct account and segments in the EBA.
- The incumbent will be required to attend meetings at all levels.
- Deputise for higher staff as required;
- Performs other duties as required.
Requirements
Skill, Knowledge & Experience:
- The candidate must have a currently active NATO SECRET security clearance
- Higher vocational training in a relevant discipline such as Finance, Accounting or with 2 years post-related experience; or a secondary educational qualification with 4 years post-related experience;
- Experience in Financial and budgetary practices, techniques and procedures
- Experience in planning, preparation and production of budget and financial plan submissions
- Experience in the management of Assets and Inventories from a financial control standpoint
- Experience in coordinating with companies and resolving payment disputes
