Business Analyst

We have an opening for a Business Analyst in the Asset Management Department in the Business Directorate. You will be responsible for creating and editing documents, administering the Document Management System, and coordinating the document lifecycle management process. Additionally, you will support the implementation of institutional document control procedures, monitor adherence to record retention policies, safeguard information, and ensure effective retrieval of information. Your contributions will be essential in maintaining the integrity and accessibility of our documentation.

This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week depending upon the business need.

You will

  • Apply related skills, policies, and procedures to create and edit documents, develop and implement department document control strategies to solve multi-faceted problems, implement new techniques and procedures, and formulate recommendations.
  • Perform editing and writing services for department policies, procedures, webpages, and other publications which are frequently difficult and complex in nature, and, for which independent judgment is often required.  Ensure clarity and cohesion of content, consistency of format and accuracy of grammar.
  • Serve as Administrator for the Electronic Document Management System, manage system access, consult users, research content and prepare documentation for user and training manuals, including training to end users, promoting effective utilization, and maintaining and overseeing filing of electronic documents.
  • Manage document creation and revision lifecycle, including tracking and initiating periodic reviews, executing revisions, and publishing of documents.
  • Compile, evaluate and prioritize departmental metrics for senior management reports.
  • Coordinate cross-functional support of the document management lifecycle, document archival process, and implementation of institutional procedures related to documents and records.
  • Collaborate and interact with all levels of department personnel to assess, develop, promote, and maintain electronic document retention processes.
  • Coordinate and manage End Use Certificates (EUCs) for international and domestic procurements to ensure compliance with export control laws, liaising between vendors, internal departments, and legal counsel.
  • Manage and implement Document Control Procedures, define process workflows, conduct comprehensive assessments, and identify improvement opportunities.
  • Perform other duties as assigned. 
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in business or related field or equivalent combination of education and relevant work experience in business analysis, document control, and/or information management.
  • Excellent writing, proofing and grammatical skills.
  • Extensive knowledge in document management.
  • Experience gathering, analyzing, evaluating, and interpreting data for document functional needs.
  • Experience providing support in the development and implementation of reporting requests.
  • Effective critical thinking and decision-making skills to proactively analyze and resolve complex issues in a diplomatic, flexible, and constructive manner.
  • Proficiency with Microsoft cloud-based software (SharePoint, Teams, OneDrive), Microsoft Office Suite, Adobe Acrobat, and one or more Electronic Document Management Systems, and/or in the use of related computer applications.
  • Effective oral communication skills necessary to interact with management, peers, customers, colleagues, and generating reporting documents.
  • Strong organizational skills with the ability to effectively prioritize and manage multiple projects and tasks with attention to detail.
  • Excellent interpersonal skills with ability to interact in a team environment and work independently as well as collaboratively toward common goals and objectives.

 Qualifications We Desire

  • Experience in content management (e.g., SharePoint) site administration, including site design, coauthoring, configuration, permissions, and navigation setup.
  • Experience in establishing and optimizing change management processes.
  • Experience with style-guides (e.g. Chicago Manual of Style, Modern Language Association)

If you use a medical device, which pairs with a mobile device, you must still follow the rules concerning the mobile device in individual sections within Limited Areas.  Sensitive Compartmented Information Facilities require separate approval. Hearing aids without wireless capabilities or wireless that has been disabled are allowed in Limited Areas, Secure Space and Transit/Buffer Space within buildings.
