The Budget/Cost Manager’s primary responsibility is to manage funding, budget, and cost on all assigned projects in compliance with ITC Project Controls policies and procedures. The Budget/Cost Manager performs this function as a fully integrated part of the project management team through continuous coordination with other project stakeholders.

Duties & Responsibilites

  • Manage funding, budget and cost for assigned projects.
  • Coordinate with Project Managers and other stakeholders to maintain accurate PCOs/forecasts to reflect the true EAC for each budget line item throughout the life of projects.
  • Manage project contingency to reflect the true project EAC.
  • Determine the funding of contracts and change orders based on a variety of factors including funding availability, projected cashflow, funding spend priority, specific funding source requirements.
  • Maintain reconciliation of cost data with client finance team.
  • Manage project budget changes.
  • Prepare all reports for project controls meeting packets.
  • Prepare project level Cost Summaries.
  • Prepare cashflows by program, project, contract, and funding source in collaboration with PMs and other stakeholders.
  • Prepare monthly and quarterly deliverables for funding agencies and internal client stakeholders.
  • Manage the collection of monthly and quarterly project updates from PMs.
  • Perform program and project level analysis.
  • Ad hoc reporting utilizing the PMIS (Kahua) Cost/Budget/Funding modules and other tools.

Required Qualifications

  • Bachelor’s degree in finance, Accounting or Construction Management.
  • MBA preferred.
  • A minimum of 10 years of experience related to project and program-level controls on major construction programs. Demonstrated track record of success with progressively higher levels of responsibility.
  • Specialized skills and proficiency with project/program controls software (e.g. Kahua).
  • Must understand construction processes.
