The proposed role is critical to growing CORE’s institutional revenue stream for international markets through pursuing competitive bids (Requests for Proposals/Agreements) among international government and multilateral organizations for assigned markets. The end goal is to secure revenue to fund CORE’s frontline efforts in its three strategic pillars - Emergency Response and Preparedness, Health Equity and Addressing Climate Change. This person will work to identify relevant emerging opportunities, manage active pipelines, lead capture efforts, manage write and review live proposals, negotiate partnerships and be responsible for all final submissions for assigned markets. This is a remote position that reports to the Global Director of Program Development. 

Main Responsibilities:

  • Strategy & Capture
  • Develop and drive positioning, program development, and funding strategies for assigned markets aligned with CORE global and area-based strategic plans.
  • Support the expansion of CORE’s institutional donor pipeline. Identify and pre-qualify new government (BHA, PRM, ECHO, SDC, SIDA, etc.), multilateral (UNHCR, WFP, UNICEF, etc.), and large foundation opportunities (AMRC, etc.) for assigned areas through CORE’s forecasting tools, relationship building with donors, and coordination with area leadership. 
  • Support CORE’s institutional readiness and competitiveness through tracking global institutional funding trends and juxtaposing them against needs, national fragility and capacity for emergency response, CORE’s pillars, and operational capacity.
  • Business Development & Program Design
  • Lead the Proposal Design and Production process for assigned markets from capture through technical development, drafting, review and packaging, including:
  • Support strategic prioritization of opportunities facilitating go/no-go discussions Ensuring overall quality, coherence and logic in project design, partners' meaningful participation, and adherence to CORE and donor quality standards.
  • Lead proposal teams, in coordination with the MEAL team, in a process to develop program design that responds to needs on the ground and donor/international response priorities and requirements.
  • Coordinating proposal timelines, holding teams accountable to ensure the development of competitive proposal packages.
  • Drafting (or overseeing writer consultants to draft) proposal packages in partnership with area-based staff and technical advisors
  • Coordination with relevant CORE team members on development of relevant annexes and update of required policies (i.e., safety and security plans, PSEA implementation plans, etc.)
  • Train and build the capacity of area leadership on program design and proposal development
  • Support Area/Country Directors in the development of win themes, activities tables, and gathering all Finance, HR and Operations compliance documents.
  • Oversee proposal consultants as needed
  • Internal Processes
  • Support the adaptation, strengthening, and roll out new and existing tools and processes to improve business process improvements to effectively respond to proposals
  • in a timely and competitive manner.• Support the identification of lessons learned during
  • proposal development and contribute to internal documentation processes and after-action reviews.
  • Partnerships Strategy
  • Coordinate with the VP of Programs and Partnerships, Global Director of Program Development, and area leadership in building and maintaining strong relationships with current and prospective donors and partners for assigned areas and relevant technical sectors.
  • Conduct and maintain updated stakeholder mapping for assigned country/regional responses.
  • Actively represent and promote CORE through external engagement with donors and partners in assigned markets (i.e. the U.N. cluster system when deployed).
  • Provide guidance to area offices in developing and maintaining program partnerships. 

Scope and Travel:

  • No direct reports
  • Ability to travel with expectations of up to 20% LOE. 

Qualifications:

  • Minimum education: Bachelor's Degree in business administration, international relations, business development, non-profit management and development, client services, account management or related field.
  • Master's Degree in a relevant field preferred.

Experience:

  • At least 6-10 years of project management, institutional funding, and proposal management experience.
  • 4+ years international work experience preferred.
  • Strong research, budgeting and proposal writing skills
  • Experience collaborating with teams to write proposals.
  • Experience using CRM systems for partnership management, cultivation and. engagement.
  • Work independently and effectively in a high pressure, fast paced environment handling multiple tasks simultaneously and working across geographic time zones.
  • Strong research and writing skills comfortable in engaging in program design.
  • Solid understanding of international mechanisms and rules and regulations.
  • A high level of competence with Microsoft Office suite (advanced Microsoft Excel and PowerPoint skills) is essential.
  • Knowledge of PowerBI, or other business intelligence tools preferred.
  • Excellent written and verbal skills in English. Additional language skills in other primary UN languages (French, Arabic, Spanish) and/or other languages spoken in countries CORE has programming in preferred (Ukrainian or Haitian Creole).
