The primary function of this Assistant Project Manager position will be to perform detailed compliance reviews on contract action items submitted for governance committee approval in a capital projects environment, with an understanding of how the scope of work may or may not affect the funding of an item. Typical items include purchase orders, professional services proposals, construction awards and construction change orders.

Candidate must be within reasonable driving distance of Orlando, FL. This is an associate level position with our team supporting the Greater Orlando Aviation Authority (GOAA) in their management and oversight of capital and operational programs at Orlando International Airport (MCO) and Orlando Executive Airport (ORL)

Duties & Responsibilities

  • Review submitted items for compliance with authority having jurisdiction requirements and work closely with the team to assist in creation of funding eligibilities using established protocols and templates.
  • Review construction change orders including scope of work, reason for change, cost compliance, terms and conditions, allowable costs, overhead and profit mark-ups, plans and specifications, request for information and any other source documents necessary to support the request for change.
  • Review and/or prepare independent cost estimate, description and justification for the change.
  • Review requests for time extensions and extended general conditions.
  • Review and analyze construction schedule to assess time and cost related impact(s).
  • Review proposals to ensure that GOAA formatting requirements and standards are correctly used and adhered to.
  • Review that approved billing rates are used and assist in establishing new rates.
  • Verify that supporting documentation is provided and complete.
  • Review that fees and reimbursable expenses are properly separated.
  • Verify that reimbursable expenses are properly supported and itemized.
  • Maintain work papers (electronic and paper) to document the information received from the client, information reviewed, analysis completed, recommendations, and documents returned to the client.
  • Develop a strong working relationship with the client to facilitate communication and resolution of issues identified during the reviews.
  • Must have strong attention to detail to complete thorough reviews and maintain tracking logs of all data.
  • Must be able to work independently in a challenging environment and meet tight deadlines.
  • Must have strong time management and organization skills.
  • Additional responsibilities may also be assigned.

Required Qualifications & Education

  • Bachelor's degree in construction engineering or related field.
  • Six (6) years related experience.
  • Experience with large-scale construction programs procured using traditional and alternate project delivery methods (eg, design/bid/build or construction manager at risk or design/build).
  • Experience with capital projects funded with multiple funding sources is preferred.
  • Experience with engineering and construction projects, airport construction projects is preferred.
  • Strong understanding of the construction process.
  • Strong understanding of construction contract types.
  • Skilled in interpreting and understanding complex construction contracts.
  • Skilled in understanding pricing concepts and methodologies used in construction.
  • Ability to understand and follow work processes/instructions.
  • Ability to work independently but seek appropriate guidance and clarification.
  • Strong critical thinking skills.
  • Strong people skills including the ability to communicate with multiple levels of the client’s organization (executive, middle management, and administrative).
  • Effective written and oral skills.
  • Experience using databases (not programming) is preferred.
  • Strong Excel skills are required.
