Asset Renewal Management Advisor (Fixed Term - 8 Months)

Job Purpose:
 
The Asset Renewal Management Lifecycle Asset Management Planning (LAMP) Advisor will provide strategic and analytical advice to Ministry Clients to support their capital planning and funding requests for the assets under ministry responsibility. In addition, the role will leverage our Asset Management Information (AMIS) VFA software license to aid the Ministry in the development of an asset management plan for Ministry-responsible assets.

What You Will Do:

  • Provide strategic and analytical Capital Planning support to stakeholders and client ministries, for both GREP and non-GREP assets.
  • Develop and maintain a ministry-specific inventory based on applicable design standards by working collaboratively with internal IO, ministry team members, service providers, and asset management system providers to coordinate development of asset condition assessments and assist in the development of risk mitigation measures.
  • Support the overall asset investment planning  process including training, analysis and continuous improvement.
  • Oversee the collection of asset inventory, cost, condition for assessments while providing data quality reviews and strategic advice.

  • Develop and coordinate development of the Program Review, Renewal and Transformation reports and business cases to support Ministry decision making for annual budget submissions for Capital reinvestment. 
  • Develop various types of real estate and other business analyses (cost/benefit, expenditure/condition modeling and analysis, quantitative vs. qualitative benefits, etc.) for capital reinvestment.
  • Understand and help clients develop ranking strategies to assist in prioritization of need while considering funding, program and logistical constraints.
  • Create reports and presentations to assist both senior management and applicable ministry management in decision making.
  • Identify and develop asset management tools, reports and metrics to assist with clients’ annual budget submissions.

  • Research assumptions and industry trends 
  • Liaise with internal and external stakeholders to source accurate and reliable assumptions for cost and life-cycle planning models across applicable product types and sub-markets.
  • Identify continuous improvements to current process from research materials and industry trends as it pertains to capital reinvestment models, component inventorying, condition assessment, life-cycle assessment, condition indices and performance metrics.

  • Ensure strong working relationships and coordination of efforts with Capital Management stakeholders 
  • Interact with internal experts, project stakeholders and service providers for the purpose of coordinating tasks and collecting data/information as needed.
  • Meet with client ministries on a regular basis to gain in-depth understanding of their programs, needs and processes.
  • Oversee project budget and schedule and provide recommendations and solutions if required.
  • Ability to monitor the service provider’s quality of work and identify red flags in a fast-paced environment. 

  • Develop and recommend process improvements to support client’s capital planning needs
  • Review and develop solutions in current processes to ensure efficiency and consistency and opportunities for synergies within IO and other clients.
  • Create and deliver training and marketing material and provide ongoing support to client and IO staff.
  • Gather consensus among client stakeholders to incorporate additional processes which would increase the scope of IO’s efforts, generating more revenue for IO while providing value enhancement services.

  • Develop Asset Renewal Management Material as Required
  • Develop materials to market LAMP services to internal teams, and potential clients within the OPS.
  • Develop training material to be used by clients, service provider, and internal stakeholders.

Who We're Looking For:

  • Minimum five years of experience in the asset management industry including capital project delivery, and development of financial models.
  • Post-secondary degree in Asset Management, Real Estate, Business, Architecture, Transportation or Engineering.
  • Knowledge of financial analysis and capital investment planning.
  • Knowledge of asset condition assessment and life-cycle planning would be an asset.
  • Strong customer relationship experience including management of service providers, and the ability to balance multiple needs by various stakeholders. 
  • Knowledge of linear assets would be an asset.
  • Knowledge of government funding cycle.
  • Knowledge of asset/land/building related legislation would be an asset Knowledge of financial analysis and capital investment planning.
  • The individual must also have experience implementing capital reinvestment plans, and knowledge of the impacts associated with project delivery.
  • Excellent skills to research, analyze, and summarize information to prepare financial models, reports and presentations for senior level decision makers and ministries.

The hiring range for this position is $67,100 to $96,500, with a corresponding job level of P3.
