The Global Center on Adaptation (GCA) is a leading international organization dedicated to addressing climate change and promoting adaptation action for resilient development. We collaborate with governments, International Financial Institutions (IFIs), businesses, and communities to develop and implement innovative solutions that strengthen resilience and support adaptation to climate change impacts.
Founded in 2018, our organization is based in regional offices across key global locations. Our Europe office is located in Rotterdam, the Netherlands, in the largest floating office in the world. We also have regional offices in Kenya, Ivory Coast, Bangladesh, and Beijing, as well as a dedicated knowledge and research hub in Groningen, the Netherlands.
Our work encompasses high-level policy development, research, agenda-setting and advocacy to drive faster and deeper climate adaptation. We collaborate closely with partners to ensure the effective and efficient delivery of results where they are most needed.
WHAT WILL YOU DO
GCA’s largest flagship program is in Africa, where GCA and the African Development Bank (AfDB) launched the Africa Adaptation Acceleration Program (AAAP) to scale up adaptation efforts and mobilize finance for climate-resilient development in Africa. To date, GCA has integrated adaptation solutions into $10 billion worth of investments funded by IFIs across Africa. GCA’s technical work on these investment is delivered through six global programs focused on: food security; infrastructure and nature-based solutions; urban and water, youth entrepreneurship and adaptation jobs; locally led adaptation, and adaptation finance. The AAAP model is now being scaled for other region programs in Asia and Small Island Developing States (SIDS).
GCA’s activities are implemented through three key teams focused on: 1) advocacy; 2) programs; and 3) research for impact. This role sits within the Research for Impact team.
In this context, the Research for Impact (R4I) team has the mandate to help GCA’s programs stay on the frontier of innovation while being grounded in the latest scientific research and practical solutions. The R4I work program revolves around three core business lines:
Climate Analytics in Data-Poor Environments: seeks to advance climate analytics in data-poor environments. Initially, the focus is on improving the quality of GCA’s climate risk assessments to make them more effective; in the longer term, the goal is to reduce the cost of these interventions, enabling them to be implemented faster, at scale, and with greater efficiency.
Gender and Social Inclusion: focuses on understanding and quantifying the costs and benefits of climate adaptation, including the specific socio-economic impacts on climate-vulnerable populations, with a particular focus on women. This business line aims to enhance GCA’s approach to evaluating macro and micro implications of climate adaptation, developing inclusive solutions for vulnerable communities, and integrating gender considerations into projects.
Evaluation, Monitoring, and Learning: seeks to assess and enhance the effectiveness of GCA’s core activities and ensure alignment with the goal of influencing large-scale investment decisions in climate adaptation, based on a comprehensive results framework grounded in GCA’s theory of change. This involves monitoring the results framework, conducting business line reviews, and performing impact and learning evaluations, all designed to drive continuous improvement and maximize GCA’s impact.
GCA is seeking a passionate and experienced Gender and Inclusion Specialist to provide technical expertise to the six global programs to integrate gender, equity and inclusion, and localization approaches into technical assistance to support climate adaptation investment planning and design. The Gender and Inclusion Specialist will lead the implementation of activities related to gender, inclusion, and localization and ensure that these considerations are integrated throughout GCA’s approach in line with relevant policies and frameworks, while advancing the inclusion of gender dimensions in climate adaptation through knowledge-sharing, advocacy, and robust monitoring, evaluation, and learning (MEL) frameworks.
You will report to the Research for Impact (R4I) Manager and collaborate closely with the Monitoring, Evaluation, and Learning (MEL) team, as well as GCA’s global programs and other teams as required.
Responsibilities
Work across program teams to ensure gender, equity and inclusion, and localization policies, frameworks, and best practices are applied to improve adaptation outcomes through GCA’s projects.
Inform project- and activity level strategies and works with the program teams, consultants, and subcontractors to design and apply gender, inclusion, and localization approaches.
Develop and review scopes of work, training modules, and deliverables to ensure equitable and gender-responsive approaches.
Directly manage and coordinate relevant activities, analyses, and research for specific projects in coordination with program teams.
Lead efforts to integrate and reflect gender-sensitive approaches into GCA’s programmatic and operational documents, including updating the Gender and Social Inclusion Action Plan.
Lead technical task design and implementation, contribute to deliverables, and manage discrete tasks and activities as needed.
Collaborate with the MEL team to design and integrate gender-responsive approaches into GCA’s Results Framework, Theory of Change, and broader monitoring and evaluation efforts, ensuring impact is effectively measured.
Participate in work plan development and donor engagements on this topic.
Lead the design and delivery of capacity-building initiatives to strengthen GCA staff’s understanding of gender issues in climate change adaptation.
